  • The Neighbourhood Support Fund (NSF) is designed to empower voluntary and community groups across the Scottish Borders to deliver community-based projects that have a positive impact on the lives of local residents.

    From 2026/27, funding previously provided through the Federation of Village Hall Scheme has been brought into the Neighbourhood Support Fund. This change does not remove access to funding for village halls, who will continue to be eligible to apply for grant support through the NSF, including for emergencies, recognising the importance of small, rural communities accessing funding.

    The Subsidy Control Act 2022 provides for a mechanism called Minimal Financial Assistance (MFA) to allow authorities to provide grants that are considered small enough to support individual business without giving them an unfair advantage.

    If a subsidy is being provided under this mechanism, it will be described as a “Minimal Financial Assistance Subsidy”. Minimal Financial Assistance can be provided in a number of different ways, including:

    • A grant (this is the most common way to deliver MFA)
