  • Eligible applicants must be business owners or nonprofits with at least 2 years of business experience.

  • Prior to September 1, 2026, the business or nonprofit must be a Lloyd Center Mall tenant relocating to another location in the district. Businesses or nonprofits may reapply after that date if the grant is still open with available funds.

  • Do you have at least 2 years of business experience?*
  • Eligible applicants must be business owners or nonprofits with at least 2 years of business experience.

  • Are you in the process of obtaining or have you obtained a new lease with at least a 2-year term?*
  • To be eligible, you must be in the process of obtaining a lease with at least a 2-year term or have obtained a lease with at least 2 years left in your term.

  • Is the property you are moving to a ground floor storefront that is zoned for commercial/mixed use, employment, industrial or multi-dwelling?*
  • The property must be a ground floor storefront zoned for commercial/mixed use, employment, industrial or multi-dwelling.

  • Note: You can confirm the zoning for the property at portlandmaps.com.

  • Are all financial obligations related to the property you are (or will be) leasing paid current, including taxes and debt payments?*
  • Financial obligations must be current.

  • Note: You can check property tax status at multcoproptax.com.

  • Your project site must be located in the Lloyd-Holladay TIF District.

  • Businesses that sell cannabis products are ineligible.
  • Is the business an E-Commerce business without a storefront?*
  • E-Commerce businesses without a storefront are ineligible.

  • Food carts and food trucks are ineligible.
  • Will you be ready to complete any tenant improvements and move into your new location within 12 months?*
