The District meets every 2nd Tuesday of the month at 5:00 pm.
Rules of Conduct
Speakers may address the Board of Directors for up to three (3) minutes in total, notwithstanding how many agenda items the speaker signs up to comment on. Members of the public who sign up to speak about a topic that does not address a specific agenda item at a regular meeting will also be limited to three (3) minutes and will address the Board after all agenda related comments have been made. For business or special meetings, speakers may only sign up to address topics that pertain to posted agenda items.
It is the intention of the District to provide an open access to the citizens of Harris County Water Control and Improvement District #74 to address the District and express themselves on issues of District Business.
Members of the public are reminded that Harris County Water Control and Improvement District #74 is an entity created by the State Legislature under the Texas Water Code Accordingly, members of the public in attendance at any Regular, Special and/or Emergency Meeting of the District shall conduct themselves with proper respect and decorum in speaking to, and/or addressing the District; in participating in public discussions before the District; and in all actions in the presence of the District.
If remarks are made while the Board is in session and the member of the public’s time is either up, or the Public comment session has ended, and a member of the public speaks up during the consultant’s or District manager’s time on the agenda during the meeting, the same shall not be allowed as it shall be a disruption to the meeting and the consultant’s presentation.
If a member of the public speaks out of turn during a Board meeting, the member of the public shall be admonished.

Instructions
Members of the public who attend the meeting in-person may make comments by signing up to speak by completing an appearance request form, and submitting it one hour before the commencement of the meeting.
