Every three years, the Connecticut State Independent Living Council (CT SILC) works with the Centers for Independent Living (CILs) to develop the State Plan for Independent Living (SPIL). The SPIL is a three-year plan that sets goals and guides plans for the delivery of independent living services, systemic advocacy, and public outreach and education.
CT SILC works across Connecticut to promote choice, equal access, opportunity and full inclusion of people with disabilities into the economic, political, social, cultural and educational mainstream of American society. Centers for Independent Living (CILs) are unique disability-led, cross-disability, locally administered not-for-profit organizations, providing advocacy and support to assist people with disabilities of all ages to live independently and fully integrated in their communities.
Before we can develop our State Plan, we need to learn more about what is important to Connecticut residents with disabilities and their families. We’re asking people to take approximately 5 to 10 minutes to complete our survey so we can learn more about your needs and what matters to you. Your responses are confidential.

PLEASE NOTE: The survey asks if you are a person with a disability, a family member or friend, a service provider, an ally of the disability community or other. If you fall into more than one category you may take the survey more than once.
