      CEER will first conduct a desktop analysis of existing European energy system studies and how they have incorporated system costs. Energy system costs encompass the full lifecycle expenses required to generate, transmit, store, and consume energy. CEER will deliver a cost estimate based on a robust analytical framework to cover the system costs of electricity and gas supply across Member States, covering generation and network costs.
