Who Does What?
A registered participant is the person (or people) your program designates to complete the required Learning Path and submit your team's final ratings in ANCAL.
The Assessment Team works together to complete the self-assessment using the Illinois Statewide Afterschool Quality Standards Toolkit and consensus model.
Sometimes the same person does both roles. Sometimes different people do.

Who Registers for the IL-QPSA?
Individuals who are responsible for completing the required IL-QPSA activities and entering the final consensus ratings into ANCAL must register.
Registered participants are responsible for completing the required ANCAL Learning Path activities, which may include:
- Reviewing required materials
- Completing learning modules
- Completing other assigned Learning Path requirements
- Entering the team's final consensus ratings into the IL-QPSA in ANCAL for their site.
A program may have one or more registered participants, depending on how responsibilities are distributed within the assessment team.
After the assessment team finishes the self-assessment, one designated registered participant enters the team’s final consensus ratings into the IL-QPSA in ANCAL.
Who Makes Up the Assessment Team?
Your assessment team may include:
- Site Coordinators
- Program Staff
- Teachers
- Program Evaluators
- Community Partners
- Parent or Family Representatives
- Other key stakeholders who understand the program
How They Work Together
While all registered participants complete the required Learning Path activities, the assessment itself is completed collaboratively by the stakeholder assessment team. After the team reaches consensus and records its ratings in the Toolkit, one designated team member (the registered participant) enters the final consensus ratings into the IL-QPSA in ANCAL.
Remember: Many people may participate in the assessment discussion. Only the individual(s) listed on the IL-QPSA Registration Form are responsible for completing the IL-QPSA Process as outlined in this Syllabus.
