Pre-applications for Fiscal Year 2027 will be accepted and reviewed on a rolling basis, beginning on August 1, 2026. Invitations for full applications are extended at the discretion of the governor and are subject to availability of funds. This form will remain open while funds are available.

Has the applicant completed a Preliminary Engineering Report (PER) or Preliminary Architectural Report for the proposed construction activities?
If invited for a full application, will the applicant be able to procure a Preliminary Engineering Report (PER) or Preliminary Architectural Report (PAR) for the proposed construction activities within 45 days of invitation? PERs and PARs must be completed before a full application is submitted to ARC. If you are unable to answer "Yes" to this question, the Kentucky ARC Program Manager highly recommends applying for a planning grant instead.
