    Thank you for taking the time to review the Kansas Council on Developmental Disabilities (KCDD) 2027–2031 Five-Year State Plan.

    This plan outlines KCDD's priorities and goals for the next five years to improve the lives of Kansans with intellectual and developmental disabilities (IDD), their families, caregivers, and communities.

    Your feedback is important. We encourage you to share your thoughts, ideas, and suggestions to help ensure this plan reflects the needs and priorities of Kansans.

  • Goal 1

    Improve Access to Information, Resources, Benefits, and Supports
  • What is this goal about?

    KCDD wants to make it easier for Kansans with intellectual and developmental disabilities (IDD), their families, and professionals to find information, understand benefits, and connect with supports and services. This goal also emphasizes improving access for rural and frontier communities.

    • Objective 1.1
      Translate key sections of the IDD Benefits Guide into Spanish.
    • Objective 1.2
      Develop new ways for people to access benefits information, such as an online chat, AI assistant, hotline, or text-based information service, with a focus on individuals with significant support needs, families, and rural communities.
    • Objective 1.3
      Expand the IDD Benefits Guide by adding resources about Competitive Integrated Employment (CIE), including benefits planning, financial literacy, employment supports, and economic self-sufficiency.
    • Objective 1.4
      Strengthen family leadership by supporting statewide family networks and opportunities for families to learn, connect, and lead systems change.

    Improve Healthcare Access and Health Outcomes for Kansans with IDD
  • What is this goal about?

    KCDD wants to improve healthcare access, healthcare equity, and health outcomes for Kansans with intellectual and developmental disabilities (IDD). This goal focuses on building partnerships, educating healthcare providers, improving coordination across healthcare and community systems, and expanding supports that help people with IDD—including individuals with significant medical complexity and high support needs—live healthier lives.

    • Objective 2.1
      Create a statewide partnership between researchers, healthcare providers, and community organizations to improve healthcare, research, workforce development, and services for Kansans with IDD.
    • Objective 2.2
      Build partnerships that improve crisis prevention, mental health supports, and access to community-based services using proven, evidence-based practices.
    • Objective 2.3
      Expand the IDD Healthcare Equity and Outcomes Coalition by bringing together self-advocates, family members, healthcare providers, researchers, service providers, and other partners to improve healthcare for people with IDD.
    • Objective 2.4
      Improve collaboration across healthcare, housing, disability services, and other systems to identify barriers and develop solutions that increase access to safe housing, community supports, and long-term planning, especially for individuals with significant medical complexity and high support needs.

    Strengthen Leadership, Self-Advocacy, and Community Inclusion for Kansans with IDD
  • What is this goal about?

    KCDD wants to create more opportunities for people with intellectual and developmental disabilities (IDD) to become leaders, advocate for themselves and others, participate in their communities, and influence decisions that affect their lives. This goal focuses on leadership development, self-advocacy, civic engagement, peer support, and building more inclusive communities where everyone belongs.

    • Objective 3.1
      Increase opportunities for people with IDD to participate in leadership development, self-advocacy training, mentorship, peer education, and statewide advocacy activities.
    • Objective 3.2
      Increase opportunities for self-advocates and family members to participate in civic engagement, public policy, systems change, and decision-making activities, with intentional outreach to rural, frontier, underserved communities, and individuals with significant support needs.
    • Objective 3.3
      Strengthen and expand statewide self-advocacy organizations and peer networks to increase community inclusion, belonging, and opportunities for people with IDD to connect with and support one another.
