The Governments of Tuvalu and Ireland invite Nation States and organisations that are members of the sectors participating in the 2nd International Conference on the Just Transition Away from Fossil Fuels to make submissions to the inform discussions and outputs of the 2nd Conference. Countries are invited to reflect on the outcomes of the 1st Conference, as captured in the Conference Report, and to make submissions addressing the following question:

“Building on the proposals and solutions that were identified at the 1st Conference, what are the measures that States can and should undertake together to transition away from fossil fuels, including joint and reciprocal actions that can facilitate, accelerate, and enhance the benefits of the transition and the concrete pathways available for willing States to pursue such collective action.”

Your submissions may propose measures that relate to each of the three pillars of the conference and/or may propose measures that are cross-cutting across the pillars.

Pillar I: Overcoming economic dependence

Pillar II: Transforming supply and demand

Supply: Ending expansion of coal, oil and gas production and an equitable, planned and 1.5ºC aligned phase-down and closure of fossil fuel extraction, including environmental liabilities, fair distribution of responsibilities and impacts, cost coverage, stranded asset management.
Demand: energy access, fuel switching, energy security and sovereignty, phase-out of key demand drivers
Incentives: phasing out fossil fuel subsidies and scaling renewable energy investment
