• November 2026 Poll Monitor Sign-up Form

  • Thank you for your interest in volunteering with the California Election Protection Alliance! Our nonpartisan poll monitoring program is jointly run by California Common Cause, the Asian Law Caucus, and the Lawyers' Committee for Civil Rights of the San Francisco Bay Area.

    We are seeking volunteers to observe polls across Northern California, Southern California, and the Central Valley on Tuesday, November 3. Volunteers will visit 3-5 polling places over a 4-hour shift. We will ask you to fill out a short questionnaire at each polling place, to observe the voting process, and to help ensure that voters are not being harassed or intimidated.

  • All volunteers (even returning volunteers) must complete one of our Zoom trainings. This required 90-minute training will equip you with the tools needed to address a wide range of issues that you may see during your poll monitoring shift. California-licensed attorneys may earn 1.5 MCLE credits by filling out the MCLE request form during the training session.

  • Volunteer Agreement

  • We require all of our volunteers to sign this Volunteer Agreement. This Volunteer Agreement is entered into by and between you (referred to as the "Volunteer"), the Asian Law Caucus (referred to as "ALC"), and the Common Cause Educational Fund (referred to as "CCEF"). 

     

    1. Purpose of Volunteer 

    The Volunteer agrees to serve as a nonpartisan poll monitor for ALC and CCEF and observe the November 2026 midterm election process. The purpose of poll monitoring is to ensure fair access to voting, improve the election process, promote voter enfranchisement, identify potential issues such as harassment or accessibility barriers, and report observations in a professional and non-disruptive manner.  

     

    2. Duration and Schedule of Volunteer

    The Volunteer agrees to be a nonpartisan poll monitor in the November 2026 elections for approximately four (4) hours by going to 3-5 polling sites in a designated county in California.

    The Volunteer also agrees to complete the poll monitoring questionnaire or survey, either online or on paper, and submit or mail it to ALC or CCEF by November 6, 2026. 

    In addition, the Volunteer agrees to attend the required one of the required trainings provided by ALC and CCEF in advance of poll monitoring to ensure a complete understanding of California’s relevant poll monitoring laws and procedures.  

     

    3. Volunteer Responsibilities

    The Volunteer agrees to do the following:

    • Uphold the integrity of the electoral process and adhere to guideline established by California Secretary of State and elections official in the relevant county
    • Remain strictly nonpartisan while performing all poll monitoring duties. This means the volunteer agrees to:
      • Not express personal political beliefs, advocate for or against any candidate or ballot measure, nor distribute information about candidates or ballot measures
      • Not wear any campaign-related apparel, buttons, or signs within 100 feet of a polling place or vote center
      • Not attempt to influence a voter's decisions or speak to a voter about marking their ballot. 
      • Not elicit or convey to any person seeking assistance any partisan information or advocate any position on a ballot question. 
      • Not make partisan political statements in support of or in opposition to any candidate for public office or in a ballot question, or make any statements that compromise the integrity of this program or the electoral process 
    • Remain in designated observation areas and not interfere with the voting process or election officials' duties.
    • Not handle or touch ballots, voting equipment, or official election materials.
    • Take notes on observations, particularly regarding voter access, language assistance, and potential issues.
    • Report any issues or concerns to the designated ALC or CCEF contact, not to voters or members of the public.
    • Comply with ALC and CCEF's directions for all volunteer activities.
    • Provide ALC or CCEF with reasonable notice of changes in schedule or availability.
    • Model appropriate, professional behavior when interacting with ALC and CCEF, their staff, and third parties, including elections officials, voters, and other members of the public.
    • Communicate conscientiously and with transparency about any of Volunteer’s limitations or questions related to Volunteer’s ability to complete tasks proposed or assigned by ALC and CCEF.
    • Alert ALC and CCEF immediately if Volunteer becomes aware of any hazardous condition or danger to self or another volunteer or staff member.

     

    4. ALC & CCEF Responsibilities

    ALC and CCEF agrees to do the following:

    • Provide Volunteer with the tools, training and guidance needed to enable completion of the Volunteer’s assignment(s).
    • Provide clear assignments and direction for Volunteer.
    • Maintain regular communication with Volunteer.

     

    5. Confidentiality

    As a volunteer, the Volunteer may have access to confidential information. At all times during and after their participation, the Volunteer agrees to hold any such confidential information in confidence and not disclose or use it except as authorized in writing by ALC and CCEF staff.

    In addition, the Volunteer agrees to not engage with the media or disclose information (in any form) to the media without prior written authorization from ALC or CCEF staff. The Volunteer further agrees to not record or distribute conversations or any materials gained through poll monitoring, without consent and knowledge of ALC and CCEF, or in such a manner that impedes the integrity of the poll monitoring or the electoral process.

     

    6. Volunteer Work Product 

    If the Volunteer prepares any work product for ALC or CCEF, including but not limited to photographs, written observations, and questionnaire answers, they intend for ALC and CCEF to have full and exclusive rights to such work product, and any intellectual property rights in or derivatives of such work product. 

     


    7. Volunteer Status and Non-Compensation

    The Volunteer understands that this is a non-employment relationship with ALC and CCEF. The Volunteer agrees of their own free will and volition and without pressure, coercion or undue influence, to donate their time and skills to the ALC and CCEF as a Volunteer.  The Volunteer may choose at any time not to participate in an activity, or to stop their participation entirely, with ALC and CCEF.

    The Volunteer understands they will not receive compensation, employee benefits, or insurance coverage from ALC or CCEF. If the Volunteer is not receiving academic or pro bono credit for poll monitoring, the Volunteer may receive a small gift card to help cover expenses associated with meals and/or transportation to, from, and between various polling sites.

    Further, the purpose of the Volunteer does not and is not intended to displace current, regular ALC or CCEF employees.


    8. Awareness and Assumption of Risk

    The Volunteer understands and acknowledges that poll monitoring has inherent risks and may involve activities that are potentially hazardous.  The Volunteer is voluntarily participating in these activities with full knowledge of the dangers involved and hereby agrees to expressly assume any and all inherent risks of property damage, personal injury, or death.   The Volunteer agrees to accept all risks of personal injury, death, or property damage related to their participation as a volunteer. 


    9. Waiver and Release of Claims

    The Volunteer agrees to voluntarily waive and release ALC and CCEF and their officers, directors, employees, and agents from any and all claims, including liability for any injuries or damages, that may result from their participation in volunteer activities, subject to applicable laws.

     

    10. Agreement 

    The Volunteer understands that this Agreement will be binding for the duration of the Volunteer’s assignment with ALC and CCEF as described in paragraph 2. This is the final, complete, and exclusive agreement between ALC, CCEF, and the Volunteer, and supersedes all prior or contemporaneous communications or understandings, either oral or written. This Agreement will be binding to the fullest extent permitted by law. If any provision of this Agreement is found to be illegal, invalid or unenforceable, the remaining terms will be effective.
