  • Metzger Park's operations, maintenance, and major improvements are funded through the Metzger Park Local Improvement District (MPLID). If replacement funding is not secured, the playground will need to be removed due to safety concerns because replacement parts for the existing equipment are no longer made.

  • Washington County is exploring options for the future of the playground and wants to hear from district residents and park users.

    Your answers will help the Board of County Commissioners understand how much support there is to pay for new playground equipment. No decisions have been made yet about playground replacement or future assessment increases.

  • Playground Replacement Options

    The Metzger Park Local Improvement District (LID) collects up to $424,452 annually from approximately 3,000 properties, with assessments based on property value. The average residential property owner currently pays about $90 per year. This money is used to operate and maintain the park. It is not set aside for major capital improvement projects.

    The playground equipment at Metzger Park is 25 to 50 years old and nearing the end of its useful life. The current equipment does not meet today's community needs. The main play structure serves children ages 5 to 12 and does not include features for younger children or accessible play opportunities.

  • A funding plan is needed to provide a safe, modern playground for Metzger's children. Without a replacement plan there will be no playground at Metzger Park when the existing equipment can no longer be safely maintained.

    Washington County Parks is considering the following options for the future of the playground:

    Option 1:
    Partial Replacement

    Estimated average annual residential assessment

    Increase by $55 per year

    What's included

    • Remove all existing playground equipment
    • Replace the main play structure

    Assessment period

    Annual assessment held constant for five years

    Includes maintenance and future replacement costs

    Option 2:
    Full Replacement

    Estimated average annual residential assessment

    Increase by $75 per year

    What's included

    • Remove all existing playground equipment and install a new main play structure
    • Add separate play features designed for children ages 2 to 5
    • Add accessible and inclusive play features

    Annual assessment held constant for five years

    Includes maintenance and future replacement costs

    Option 3:
    No Replacement

    Estimated average annual residential assessment

    Variable - Annual assessments would increase only as maintenance costs increase

    What's included

    • Remove existing equipment when it can no longer be safely maintained
    • No new playground equipment installed

    Assessment period

    Annual assessment will increase as maintenance costs increase but not include playground replacement costs

  • District residents pay a Local Improvement District (LID) assessment which is about $70 per year (for an average home).

    This money pays to keep the park open, mow the lawn and take care of the landscaping, and make improvements. Replacing the playground would require more money than is currently collected. Washington County is looking for grants and other funding opportunities, but money from local residents will also be needed.

  • Next Steps

    Survey results and the proposed Fiscal Year 2027-28 budget will be presented to the
    Metzger Park Local Improvement District Advisory Boardopens in a new tab on October 26, 2027.

    The public may attend and provide comment. Following that meeting, the proposal and community input will be shared with the Board of County Commissioners. If a Fiscal Year 2027-28 assessment increase is proposed, all district property owners will receive a mailed notice and another opportunity to provide input.
