      Reporting to the Senior Policy Advocacy & Programme Evaluation Manager, the successful candidate will be a key team member in generating high-quality policy research, data and evidence for decision-making, accountability and continual improvement — demonstrating the effectiveness of our work and shaping the strategic direction of our Hong Kong Programme — supporting Save the Children as a global leader in helping children fulfil their rights. 

       

      KEY AREAS OF ACCOUNTABILITY:

      1. Policy Research and Evidence

      • Lead policy research studies — including needs assessments, policy analyses and child rights situation analyses — to inform evidence-based programming and advocacy
      • Monitor and analyse local policy developments in Hong Kong relevant to children and families, and translate findings into actionable insights
      • Produce high-quality research reports, policy briefs and impact stories for internal and external audiences
      • Collaborate on research projects and share findings to position SCHK as a thought leader on children's issues

      2. Monitoring and Evaluation

      • Develop and implement monitoring and evaluation plans for individual projects; collect and analyze data to build an evidence base that demonstrates programme effectiveness and impact
      • Draw on evaluation findings to formulate recommendations that inform the strategic development of the Hong Kong Programme
      • Coordinate evaluation studies and review assessment reports to integrate recommendations into future programming
      • Support the application of Save the Children's Theory of Change for learning and impact
      • Work with Save the Children's global Research, Monitoring and Evaluation teams, leveraging internal and external expertise to support local and international projects

      3. Programme and Administrative Management

      • Provide effective administrative and project management support across the project cycle, ensuring deliverables are met on time and to standard
      • Strengthen accountability and learning in collaboration with project teams

      4. Capacity Building and Partnership

      • Provide orientation and training to staff and partners on research, monitoring and evaluation
      • Support programme teams in designing evidence-based programmes and integrating outcome and learning indicators to measure results and impact.
      • To integrate outcome and learning indicators into frameworks
      • Participate in global meetings and webinars to contribute to best practices and knowledge sharing
      • Collaborate effectively with diverse internal teams and external partners, including experts, NGOs, schools, communities and children
      • Any other duties as assigned by the supervisor

      QUALIFICATIONS AND EXPERIENCE: 

      • Strong background in policy research with sound knowledge of Hong Kong's local policy landscape is essential 

      • Proven capability in programme evaluation, with the ability to build evidence of programme effectiveness and translate evaluation findings into strategic recommendations; good knowledge of both qualitative and quantitative research methodologies, statistical analysis, tools and techniques 

      • Prior experience in a think tank, media organization or policy research institute is highly preferred 

      • Demonstrated administrative and project management experience 

      • Conscientious and focused, with the ability to adapt in an INGO working environment — working independently, solving problems, meeting deadlines and collaborating flexibly with diverse stakeholders 

      • Excellent written and verbal communication skills in both English and Chinese 

      • A recognized degree in social science, public policy, education or other relevant research and statistics disciplines is desirable; a Master's degree is preferred 

      • At least 8 years of overall working experience for appointment at Manager level 

      • Good knowledge of data presentation/visualization techniques and software 

      • Experience in writing and publishing research reports for different audiences (experience working with children is desirable) 

      APPOINTMENT TERMS

      This position is on a 2-year renewable contract basis.
