  • Instructions for Respondents
    This questionnaire is part of the APEC Project EWG 207 2024A: “Enhancing Climate Change Adaptability and Resilience of Energy Infrastructure toward Carbon Neutrality Using RE Scheme.” The questionnaire is using definition from APEC as Energy Resilience — The ability of energy systems to withstand extreme natural and manmade disasters, recover and return to normal conditions in a timely and efficient manner, and build back better, thereby securing stable energy supply and reducing negative impacts on human lives and economic activities (APEC Energy Resiliency Principle, 2020).

    It examines how Renewable Energy (RE) is applied to enhance the resilience of energy systems before, during, and after disasters — for example, using solar+battery to keep critical facilities powered during grid outages, deploying microgrids in disaster-prone communities, or replacing diesel generators with clean portable power for emergency response.

    The questionnaire is structured around 6 Pillars adapted from the Philippines Department of Energy’s Energy Resilience Scorecard (excluding Pillar 7: Cyber Resilience), supplemented by international frameworks from CDRI, IEA, IRENA, NREL, and UNDRR.
