Operation Resilience Rescue Resources (ORRR) is a veteran-founded, female-led animal rescue support organization based in Blair County, Pennsylvania, dedicated to strengthening shelters, rescues, fosters, and communities while helping animals find safe, loving outcomes.
ORRR was created in response to the growing animal welfare crisis and the urgent shortage of available foster homes, volunteers, resources, and safe placement options. We provide temporary foster capacity and daily care for animals coming from overwhelmed shelters and rescue organizations, helping give them a safe place to decompress, receive care, and prepare for their next step.
In addition to foster support, ORRR works to support TNR, spay/neuter, vaccinations, veterinary care, transportation, community cats, and other prevention and resource programs that help keep animals out of overcrowded shelters and strengthen the organizations already working on the front lines.
Our goal is to create a sustainable network where shelters and rescues have somewhere to turn when their own foster capacity is full. We believe that every safe foster space matters—from a dedicated facility to a spare bedroom, bathroom, basement, or garage—and that providing an animal with a safe place can change its entire outcome.
