The White House recently announced it will lower tariffs to allow an additional 300,000 metric tons, more than 660 million pounds, of imported beef into the United States over the next 90 days, to be sold at prices 25% below current market rates. The imported beef is expected to come primarily from countries in South America.

But here's the problem: Current law does not require country-of-origin labels on beef sold at retail. So consumers cannot tell whether the beef they buy in U.S. grocery stores comes from American ranchers or from foreign countries.

The Big Four meatpackers exploit this confusion and mix foreign beef into, or sell it alongside, American beef without any label telling consumers where it came from.

American consumers have a right to know where the beef they purchase is produced, and American ranchers deserve the opportunity to distinguish their high-quality U.S. beef from lower-cost imported beef.

The Senate Agriculture Committee recently voted 17-6 to advance mandatory COOL for beef in the Farm Bill. Now, we're urging President Trump to support the immediate restoration of mandatory COOL for beef and Congress to act swiftly to make it law.

Tell the White House and Congress: Label Our Beef.

Joe Maxwell | Farm Action Fund: "If Washington is going to open the door to hundreds of millions more pounds of imported beef, then American consumers should at least have the right to know where the beef they are buying comes from. American cattle producers are proud of the beef they raise, and consumers should be able to choose it. Mandatory country-of-origin labeling is about something very basic: truth in the marketplace. Label our beef, let consumers decide, and let American ranchers compete."

Thomas Gremillion | Consumer Federation of America: "Consumers deserve to know where their food comes from. Over a decade ago, Congress repealed MCOOL, despite overwhelming popular support, because it purportedly violated U.S. treaty obligations with Canada and Mexico. Now, as the Administration renegotiates those trade deals, there is no excuse for keeping consumers in the dark."

Dave Hyde | R-CALF USA: "Adversaries, foreign and domestic, have far too long prevented American cattlemen from promoting—and consumers from choosing—a true product of the USA. MCOOL ends that."

Jon Toomey | President of the Coalition for a Prosperous America: "Americans already had mandatory country-of-origin labeling for beef. It was repealed only after multinational meatpackers joined with foreign trade ministries to secure an adverse ruling in Geneva and threaten U.S. producers with WTO-authorized retaliation. Every year Congress fails to restore MCOOL is another loss for American ranchers and consumers—and another victory for global packing houses and the WTO.”

National Family Farm Coalition: "Without country of origin labeling, multinational monopolistic corporations hold outsized influence over prices—often at the expense of both American farmers and consumers. By drawing on imports, these companies can raise prices for consumers while simultaneously paying less to U.S. producers. In 2025 alone, the United States imported 5.4 billion pounds of boxed beef from around the world, yet consumers often have no way of knowing where any of it came from and being able to choose U.S. beef. U.S. farmers and ranchers alike demand and deserve mandatory COOL."

Northern Plains Research Council: "I am the owner of both a cow-calf commodity operation and a direct-to-consumer beef business; both businesses depend on Mandatory COOL! Consumers deserve to know the origin of their food, and U.S. and Montana producers need fair markets."

Western Organization of Resource Councils: "We cannot import our way out of a broken food system. We need systemic reform starting with mandatory country of origin labeling, incentives for new and beginning ranchers, and we need to reign in the power of food monopolies. Ranchers and consumers need Washington to meet the moment and pass MCOOL."
