United Training Center (UTC), in collaboration with the Community Care Partnership of Maine (CCPM), is pleased to offer the Community Paramedicine – Affiliate (CP-A) Program beginning October 26, 2026.
The CP-A program prepares EMS professionals to provide proactive, patient-centered care in patients’ homes and throughout the community. Community Paramedicine helps connect patients with healthcare and community resources, supports the management of chronic and ongoing health needs, and addresses potential problems before they become emergencies.

Program Cost: $2,000
Important: Successful completion of the required 16 hours of clinical/field experience is mandatory for completion of the CP-A program. Students who do not complete all required clinical hours by the January 26, 2027 deadline will not successfully complete the program.
Program Format
The CP-A program combines:
32 hours of didactic education
6 hours of mandatory hands-on laboratory training
16 hours of required clinical and field experience
Online and instructor-supported learning
Practical application of Community Paramedicine concepts and skills
All required didactic, laboratory, clinical, and program requirements must be successfully completed to receive course completion.
The CP-A curriculum is designed to prepare participants with the knowledge and skills necessary to practice safely and effectively at the Maine EMS Community Paramedicine – Affiliate level.
Course Curriculum
Students will develop knowledge and skills in:
Foundations and roles of Community Paramedicine
Social and non-clinical determinants of health and health equity
Cultural competency, trauma-informed care, and communication
Motivational interviewing
Chronic disease management
Mental and behavioral health and substance use disorders
Neonatal, pediatric, geriatric, obstetric, and gynecologic considerations
Care of patients with intellectual and developmental disabilities
Care considerations for unhoused patients and patients living out
Community-based physical assessment
Home-safety assessments and community-resource navigation
Pharmacology and medication support
Patient-centered medical devices
Telehealth
Community Paramedicine patient encounters and care plans
Documentation, medical-legal considerations, ethics, and professionalism
Provider wellness
Patient outcomes and program effectiveness
Mandatory Hands-On Laboratory — 6 Hours

Location: United Training Center
338 East Avenue, Lewiston, Maine
Attendance and successful participation in the laboratory session are mandatory for program completion.
The six-hour laboratory provides students with hands-on practice and scenario-based application of Community Paramedicine skills, including:
Home-safety assessments
Social determinants of health (SDOH) screening
Behavioral-health and cognitive assessments
Patient assessment in the home and community environment
Telehealth facilitation
Medication inventory and medication reconciliation
Medication administration and patient medication support within the provider’s primary scope of practice
Specimen collection
Documentation and care coordination
Community Paramedicine patient scenarios
The CP-A laboratory curriculum emphasizes home safety and SDOH screening, behavioral and cognitive screening, telehealth, medication support, and specimen collection.
Required Clinical & Field Experience — 16 Hours
Completion of 16 hours of approved clinical and field experience is a required component of the CP-A program.
All clinical requirements must be successfully completed no later than January 26, 2027. Clinical hours are not optional and are required to receive successful course completion.
The 16-hour clinical requirement may be completed through approved:
Hospital/Clinical Experiences
Students gain exposure to chronic disease management, medication reconciliation, patient and family communication, preventive care, care management, and care coordination.
Community Paramedicine Field Experiences
Students participate in community-based patient care experiences involving assessments, communication, home-safety evaluations, resource navigation, and care coordination.
The underlying curriculum incorporates both clinical and community-based experiences so students can apply course concepts in actual patient-care environments.
Students who fail to complete the required 16 clinical/field hours by January 26, 2027, will not meet the requirements for successful completion of the CP-A program.
Eligibility
Applicants must hold a current, unrestricted Maine EMS license as an EMT, AEMT, or Paramedic.
Students pursuing Maine EMS CP-A licensure should also understand that successful completion of the educational program is one component of the state licensure process. Additional requirements identified in the course materials include qualifying experience at the provider’s primary licensure level, documented caregiver experience on at least 24 electronic patient care reports, and completion of Maine Mandated Reporter Training.

Total Program Cost: $2,000
The program cost includes the educational components of the CP-A program, including didactic instruction, the mandatory laboratory session, and coordination of required clinical and field experiences.
Expand Your Role in EMS
Community Paramedicine expands the traditional role of EMS beyond emergency response and transportation. CP providers work collaboratively with healthcare and community partners to help patients remain healthier and safer where they live.
Through assessment, education, care coordination, resource navigation, monitoring, and implementation of established care plans, CP-A providers can help address patient needs before they become emergencies.
All didactic, laboratory, and clinical requirements must be successfully completed to complete the program.
