Noise: site criterion 58 dB(A) at the nearest residential boundary; above 75 dB(A) Council can impose respite periods. City of Sydney code: background +5 dB from 7.00am to 8.00am, background +10 dB after 8.00am. Piling and concrete pumping are the noisiest activities and are permitted only with the controls in place: quietest suitable plant, no radios or amplified music audible at neighbours, stagger noisy activities, use noisy hand tools inside and away from openings, keep plant well maintained, do not drop material from height (use rubber matting), keep the 1.8 m gap-free boundary fence intact, wear hearing protection.
Vibration limits (DIN 4150-3): dwellings 5 mm/s at 1–10 Hz; commercial 20 mm/s; heritage / sensitive structures 3 mm/s. Indicative safe working distances to structures: small hydraulic hammer 5 m, medium 15 m, large 40 m, vibratory pile driver 8 m, pile boring 4 m, jackhammer 2 m. On this site most of these distances cannot be achieved to the neighbouring walls — plant selection, method and monitoring are controlled by the engineer, not the operator.
Vibration monitoring: ground is silty / sandy clay over shale at about 1.8 m; contiguous or hit-and-miss piling is expected. Before work starts the engineer identifies at-risk properties and whether an alarmed vibration monitor is required during piling and excavation; dilapidation reports (AS 4349.1) are completed on those properties. If the alarm activates or the threshold is exceeded: stop the activity immediately, notify the site supervisor, change the excavator / attachment / method before restarting, and record and report the event to the engineer. Never defeat, move or switch off a monitor — report a damaged or displaced monitor straight away.
Dust and neighbours: water suppression or extraction on all saw cutting and grinding; water sprays during demolition; cover skips and chutes; seal exposed party walls and floors with temporary sheeting; no dry sweeping of silica dust. Adjoining neighbours get at least 48 hours' notice before excavation, shoring, underpinning or high-noise plant (Condition 120). Monthly letter drop to nearby tenants.
Complaints and reporting: if a neighbour raises a concern, be courteous, take their name, number and the issue, do not argue or promise anything, and report it to the site supervisor immediately. Report immediately: any near miss with a vehicle, pedestrian or cyclist; any vibration alarm or damage to a neighbouring property; any contact with underground services or street trees; any Council officer or ranger attending site. Locagroup will remove from site any driver, controller or worker who breaches these conditions.
