  • Under Louisiana RS 14:337, it is a criminal offense to intentionally use an unmanned aircraft system to conduct surveillance of, gather evidence or collect information about, or photographically or electronically record a petroleum refinery or other targeted facility without the prior written consent of the facility owner.

Penalties include fines up to $500 and 6 months imprisonment for a first offense; up to $4,000, 2 years imprisonment, and mandatory forfeiture of the drone for subsequent offenses. Under the 2025 "We Will Act" law (HB 261), Louisiana law enforcement is authorized to intercept or disable unauthorized drones operating near critical infrastructure.

This form serves as the required mechanism to request written consent. Submission does not constitute approval. All activities on, above, or immediately adjacent to refinery property must receive written authorization before work may begin.
