This service is for drivers who do not currently have a DOT-regulated employer or prospective employer available to complete Step 5 Return-to-Duty. To use HPC Testing Services, you must register in the FMCSA Clearinghouse as an Employer and Driver, answer “Yes” to the owner-operator question, and designate HPC Testing Services as your C/TPA for Step 5. Steps 1-4 & Step 6 follow-up testing is not included.

- This agreement is for a driver who does not currently have a DOT-regulated employer or prospective employer available to direct and report the driver's Step 5 Return-to-Duty (RTD) test. FMCSA allows a driver in this situation to register as an Employer and Driver, answer "Yes" to the owner-operator question, and designate a C/TPA for the limited purpose of completing the RTD process.
  
  STEP 5 LIMITED C/TPA TERMS & CONDITIONS
  1. C/TPA Designation
  The Driver must designate “HPC Testing Services (PICK THIS ONE)” in the FMCSA Clearinghouse and provide the required permissions.
  
  2. RTD Testing
  HPC Testing Services will direct and/or arrange the required observed DOT RTD drug and/or alcohol testing at our location located at 1600 E Burnett St, Signal Hill, CA 90755 or an available outside collection site by approved Quest lab providers. Outside alcohol testing is an additional $60 when required by the SAP.
  
  3. Outside Collection Sites (3rd Party Quest Lab Providers)
  Drivers selecting an outside collection site will be assigned a location based on the ZIP code provided in the Driver Information section. A donor pass with the assigned site and testing instructions may take up to 1 business day to issue and must be used within 14 calendar days. 3rd Party Collection sites have different hours, appointment requirements, and observed-testing availability, so drivers should call the assigned site after receiving the donor pass to confirm availability. Do not pay the collection site. The site is only performing the collection on behalf of HPC Testing Services. All billing, test coordination, and final results are handled through HPC Testing Services.
  
  4. Clearinghouse Reporting
  HPC Testing Services will report "RTD Testing Results" for Step 5 to the FMCSA Clearinghouse after the required testing is completed and final negative result(s) are received.
  
  5. Step 5 Service Only
  This service is limited to Step 5 RTD testing and Clearinghouse reporting. It does not include enrollment in HPC’s Owner-Operator Consortium or management of Step 1-4 & Step 6 follow-up testing.
  
  6. Payment & Additional Fees
  Step 5 service fees are non-refundable once submitted. Outside collections may be rescheduled or reassigned if necessary. A $250 split-specimen fee applies if Bottle B testing is requested through the MRO after a verified positive DOT drug-test result.
