    Colorado is not currently holding local pageants. Through this application, you are requesting a local title that reflects the city, county, or region where you reside. For example, an applicant living in Boulder should request a title associated with that area rather than Miss Breckenridge. All information provided must be truthful and accurate. As a condition of holding a local title, applicants must agree to uphold our Code of Conduct at all times throughout their tenure.

  • Miss Colorado Organization 2027 Code of Conduct & Participation Agreement for Local Titleholders, Parents, and Volunteers


    Purpose & Scope

    This Code of Conduct outlines expectations for delegates, titleholders, parents, guardians, and family members, mentors, and volunteers participating in the Miss Colorado Organization, a licensed preliminary of the Miss America Organization.

    Our goal is to foster a safe, respectful, professional, and empowering environment. All individuals covered by this Agreement are expected to uphold the highest standards of conduct throughout the competition season.

    Failure to comply may result in disciplinary action, including removal from the program, as determined by the Miss Colorado Organization Executive Board and/or the Miss America Organization.


    SECTION I: DELEGATE & TITLEHOLDER CODE OF CONDUCT (Ages 14–28)

    1. Conduct & Character

    Delegates and titleholders agree to:

    Demonstrate respect, courtesy, and professionalism at all times 
    Act with honesty, integrity, and fairness 
    Encourage fellow participants and celebrate their success 
    Avoid conduct that could harm the reputation of the organization 

    2. Participation & Commitment

    Attend and actively participate in rehearsals and events whenever possible 
    Arrive on time and prepared 
    Remain attentive and respectful to producers, choreographers, and volunteers 

    3. Sportsmanship & Behavior

    Delegates must:

    Model positive sportsmanship at all times 
    Refrain from belittling, ridiculing, or speaking negatively about any participant, parent, guardian, family member, volunteer, board member, or organization representative 
    Follow proper channels to address concerns 

    4. Substance Use & Safety

    Delegates may not appear at any event under the influence of drugs or alcohol 
    Possession or use of illegal substances is strictly prohibited 

    5. Language, Conduct & Harassment

    No profanity, threats, intimidation, or violence 
    No bullying, harassment, or discriminatory behavior 

    6. Social Media & Public Behavior

    Delegates represent the organization at all times, including online 
    Harmful, inappropriate, or negative content or engagement is prohibited 
    Anonymous or indirect attacks are considered violations 

    7. Coaching & Competition Preparation

    Delegates and titleholders may work with pageant coaches, consultants, or trainers of their choosing at their own expense 
    All coaching relationships must align with the values and expectations of the Miss Colorado Organization 
    Coaches and outside consultants may not direct, override, or conflict with official guidance provided by the Miss Colorado Organization 
    Board Authority

    The Miss Colorado Board and/or the Miss America Organization retain final authority over all official preparation for the Miss America Competition, including wardrobe, talent, interview, branding, and overall representation 
    Delegates and titleholders agree to follow Board direction in all official competition matters 
    The Board reserves the right to intervene or require adjustments if external coaching is determined to be inconsistent with organizational standards 

    SECTION II: PARENT / GUARDIAN / FAMILY / MENTOR CODE OF CONDUCT

    Parents, guardians, family members, and mentors agree to:

    Put the emotional and physical well-being of all participants first 
    Treat all participants, families, volunteers, sponsors, and staff with respect and professionalism 
    Acknowledge that volunteers donate their time and deserve appreciation and cooperation 
    Model positive sportsmanship at all times 
    They will NOT:

    Yell, argue, or behave in a confrontational manner 
    Use profanity, threats, or intimidation 
    Interfere with rehearsals, coaching, or competition direction 
    Belittle or criticize participants, volunteers, board members, sponsors, or organization representatives (publicly, privately, or online) 

    SECTION III: VOLUNTEER CODE OF CONDUCT

    Volunteers agree to:

    Volunteer with the goal of creating a positive and supportive experience 
    Prioritize participant well-being above personal opinions or conflicts 
    Communicate respectfully and professionally at all times 
    Follow all venue rules and safety protocols 
    Volunteers will NOT:

    Engage in arguments or confrontations 
    Use inappropriate or disrespectful language 
    Act in a way that reflects negatively on the organization 

    SECTION IV: PROFESSIONAL STANDARDS & ORGANIZATIONAL AUTHORITY

    All participants must:

    Respect and support the Miss Colorado Organization, its leadership, and its mission 
    Respect the authority of the Executive Director and Board and follow all official decisions and rulings 
    Avoid conflicts of interest, including unauthorized sponsorships or partnerships 
    Maintain confidentiality regarding internal matters 
    All participants agree to:

    Treat all sponsors, partners, venues, and affiliated organizations with professionalism, gratitude, and respect 
    Represent sponsor relationships in a positive manner at all times 
    Refrain from any conduct that could damage or undermine sponsor relationships 
    Participants will NOT:

    Make derogatory, disparaging, or negative statements about the organization, its leadership, Board Members, sponsors, volunteers, or participants 
    Engage in gossip, rumor-spreading, or communication intended to undermine the organization or others 
    Attempt to influence others through negative, divisive, or misleading communication 
    All concerns must be addressed through the official escalation process outlined below.


    SECTION V: ESCALATION PROCESS

    If there is a concern:

    Report the concern to a Miss Colorado Board Member as soon as reasonably possible 
    If reported verbally, a written follow-up should be submitted as soon as reasonably possible 
    The Board may review and investigate the concern as needed 
    If unresolved, concerns may be directed to the Executive Director 
    All participants agree to:

    Address concerns through this process in good faith 
    Refrain from spreading concerns in a way that creates negativity or misinformation 
    All matters are handled at the discretion of the Miss Colorado Organization Executive Board and/or the Miss America Organization.


    SECTION VI: DISCIPLINARY ACTION

    Violations may result in:

    Verbal warning 
    Written warning 
    Probation 
    Removal from events or participation 
    Disqualification or forfeiture of title 
    All disciplinary decisions are made at the discretion of the Miss Colorado Organization Executive Board and/or the Miss America Organization.


    SECTION VII: DELEGATE CONDUCT NOTICE

    Delegates in violation may be subject to:

    Disciplinary review 
    Disqualification from competition 
    Removal of title 
    All decisions are at the sole discretion of the Miss Colorado Organization Executive Board and/or the Miss America Organization.


    SECTION VIII: MORALS CLAUSE

    All participants are expected to uphold conduct consistent with the values and reputation of the Miss Colorado Organization and the Miss America Organization.

    Any behavior—public, private, or online—that could reasonably bring negative attention, harm, or disrepute to the organization, its leadership, sponsors, or participants may be considered a violation.

    The Miss Colorado Board and/or the Miss America Organization retain sole discretion in determining violations and appropriate action.

  • Scholarship Rules

  • Scholarship Award Recipient Rules and Agreement

    This agreement is between the Miss Colorado Scholarship Foundation (“Provider”) and the scholarship award recipient (“Recipient”). Scholarship awards are administered in accordance with applicable Miss America Scholarship Foundation (MASF) rules and Miss Colorado scholarship requirements.

    Recipient Responsibilities

    To remain eligible for scholarship disbursement, the Recipient must:

    Comply with all eligibility requirements and obligations outlined in their signed delegate or titleholder contract.
    Remain in good standing with applicable local, state, and national programs.
    Uphold the organization’s ethical conduct, integrity, and behavioral standards.
    Complete required paperwork accurately and on time.
    Fulfill required philanthropic commitments and fundraising obligations.
    Communicate with the Provider annually regarding academic progress and any changes in circumstances affecting scholarship eligibility.
    Confirm school accreditation, maintain scholarship records, and submit required documentation before applicable deadlines.
    Approved Scholarship Uses

    Scholarship funds may be used for tuition and mandatory educational fees at accredited educational institutions. Eligible institutions may include colleges, universities, community colleges, and accredited trade, vocational, culinary, beauty, or technical schools.

    Scholarship funds may not be used for:

    Student loan repayment.
    Housing, dorm expenses, or room and board.
    Meal plans.
    Transportation.
    Personal expenses.
    Optional books or supplies.
    Books and supplies may be considered only when officially billed by the educational institution and permitted under applicable MASF rules. Questions about an expense’s eligibility must be submitted to the Provider before requesting payment.

    Scholarship Usage Periods

    Miss Recipients: Scholarship funds generally must be used within two years of the award date, subject to the approved timeline for the specific award.

    Teen Recipients: Scholarship funds are typically held until the Recipient graduates from high school or turns 18. Once eligible to access the funds, the Recipient generally has two years to use them. Younger Teen recipients may therefore have additional time before their scholarship usage period begins.

    National Titleholders: Extended timelines may apply based on the national scholarship structure and applicable MASF requirements.

    Recipients are responsible for confirming the eligibility date and deadline for each award. Scholarship funds not used within the applicable approved period will be forfeited.

    Order of Scholarship Use

    Recipients must exhaust applicable local scholarship awards before requesting state scholarship funds. State scholarship funds may also need to be used before certain national awards, as required by MASF guidelines.

    Disbursement Requests and Payment

    Each request must include:

    A completed Scholarship Request Disbursement Form.
    An official, detailed, current school billing statement showing eligible charges and the balance due.
    Any additional documentation required by the Provider or MASF.
    Requests must be submitted at least 21 days before the payment deadline to allow for processing. Recipients are responsible for planning ahead and submitting complete documentation on time.

    Approved payments are made directly to the educational institution. Payments will not be made directly to the Recipient, and personal reimbursements will not be honored. The amount requested may not exceed the eligible balance due to the institution.

    All disbursements are subject to applicable MASF procedures, approved uses, and scholarship deadlines.

    Failure to Meet Requirements

    Failure to meet eligibility, conduct, fundraising, contractual, or documentation requirements may result in loss of scholarship eligibility or forfeiture of scholarship funds.

    Titleholder responsibilities and any consequences affecting a title are governed by the signed titleholder contract. Relinquishing a title does not automatically extend a scholarship deadline.

    False or inaccurate information may result in disqualification, scholarship forfeiture, or repayment obligations.

    Tax Responsibility

    The Recipient is responsible for determining whether any scholarship payment must be reported as taxable income, regardless of whether a tax form is issued. Recipients are encouraged to consult a qualified tax advisor regarding their individual circumstances.

    Recipient Acknowledgment and Agreement

    I have read, understand, and agree to the Scholarship Award Recipient Rules above. I understand that receiving an award does not guarantee disbursement unless all applicable requirements are met. I accept responsibility for completing required obligations, submitting accurate documentation, and meeting scholarship deadlines. I understand that failure to comply may result in loss or forfeiture of scholarship benefits.

  • Delegate's Local Title

  • If your application is approved you will be invited to compete for the summer 2027 competition, and can begin doing local appearances upon the arrival of your local sash (and crown if you choose to add one on or use one from a previous competition season).

    As part of being a local delegate in our Colorado State Competition, you will choose a local title and receive a sash with your local title and the competition year. *Shipping time for these items is roughly 6 weeks.

    Please give your top three choices for local title (usually based on city, county or geography).  Priority will be given to the delegate who had this title previously within the first 4 weeks of registration (until November 1st, 2026).

    At-large titles approved between October 1st, 2026 and May 1st, 2027 will end September 30th 2027.

    If your application is approved, you will be invited to participate in the 2027 Colorado State Competition and will receive a sash displaying your approved local title and competition year. Please allow approximately six weeks for delivery.

    You may begin local appearances once your application has been approved. You do not have to wait for your sash to get started.

    Crowns are optional -  You may purchase one or use a crown from a previous competition season.

    By signing this, you agree to submit all proposed local sponsors to the Miss Colorado Scholarship Organization for review and approval to ensure these partnerships align with the Organization’s needs and values. *sponsors@misscolorado.org

    You also agree to run all your titleholder appearances by Anna, our state Booking Manager, at booking@misscolorado.org.

    Applications close April 10, 2027. All local titles issued for the 2027 competition season expire September 30, 2027.

  • Delegates do not need to disclose their full medical history. Please notify the Miss Colorado Scholarship Program of any food allergies, medically necessary dietary restrictions, or accommodation needs that require advance planning for meals, lodging, or participation during competition week. Share only the information necessary to explain the requested accommodation.

    Requests will be reviewed individually, and we will work with delegates and applicable providers to discuss reasonable arrangements. Reporting a dietary need does not guarantee an allergen-free meal or environment.

    Delegates remain responsible for managing their personal health needs, bringing necessary medications, and following guidance from their healthcare providers. Information provided will be shared only with those who need it to coordinate accommodations or respond to an emergency.

    Optional Add-Ons

    Local Titleholder Crown: $129.99
    Single Room Upgrade: Available for an additional fee.
    The local crown and single room upgrade are optional and are not required to compete.

    Payment Options

    You may pay all required fees in full or pay the $599 registration fee now to reserve your local title and defer the $460 dorm fee until April 10, 2027. This is our only payment plan option.

    All required registration and dorm fees must be paid in full by April 10, 2027, to be eligible to compete.

     

    NEW: Financial Assistance

    Applicants who demonstrate financial need may apply for scholarship assistance toward all or a portion of the registration and/or lodging fees. Awards depend on demonstrated need, available funding, and the number of applicants and are not guaranteed.

    Scholarship applications are reviewed monthly from October 2026 through March 2027. Applications received by the 5th of each month will be considered during that month’s review cycle, with decisions communicated by the end of the month. March 5, 2027, is the final scholarship application deadline. Applications received after this date will not be considered.

    Applicants are encouraged to apply early, as funding is limited. All scholarship application information will remain confidential and will be reviewed only by those involved in the selection process.
