    1. What is the VEU Program?
The Victorian Energy Upgrades (VEU) program is a government-regulated scheme designed to reduce greenhouse gas emissions by encouraging energy efficiency improvements.
    – Accredited Persons (APs) create Victorian Energy Efficiency Certificates (VEECs) for eligible activities.
    – Because this is a regulated scheme, all activities must strictly comply with legislation, regulations, and the VEU Code of Conduct.
    – Any non-compliance can result in certificate rejection, financial penalties, or regulatory investigation.

    2. Role of the Accredited Person
The Accredited Person is legally responsible for all certificate creation activities.
    – This responsibility includes actions taken by installers, sales staff, marketers, and subcontractors.
    – Even if a contractor makes an error, the regulator may take action against the Accredited Person.
    – For this reason, all contractors must understand and strictly follow compliance requirements.

    3. Contractor Responsibilities
Contractors must perform all activities honestly, accurately, and in accordance with program rules.
    – All representations made to customers must be truthful and not misleading.
    – You must only perform approved activities and follow approved installation standards.
    – You must immediately report any compliance concern or mistake to the Accredited Person.

    4. VEU Code of Conduct
The Code of Conduct sets behavioral and marketing standards for anyone operating under the VEU scheme.
    – Cold-call telemarketing and unsolicited door knocking for lead generation are prohibited.
    – High-pressure sales tactics are not allowed.
    – Customers must receive clear, accurate information about the upgrade and any costs involved.
    – You must act professionally at all times and protect consumer interests.

    5. Australian Consumer Law (ACL) Principles
Misleading or deceptive conduct is strictly prohibited.
    – You must not make false claims about savings, rebates, eligibility, or product performance.
    – Customers must not be pressured or misled into signing documents.
    – All representations must be evidence-based and capable of substantiation.

    6. Documentation and Evidence Requirements
Accurate documentation is essential for certificate creation.
    – All forms must be completed truthfully and signed by the customer.
    – Photographic evidence must be clear and meet program standards.
    – Incorrect or falsified documentation may result in certificate invalidation and serious penalties.

    7. Monitoring and Audit Process
The Accredited Person conducts internal audits of installations and documentation.
    – The regulator may also conduct independent audits or site inspections.
    – You must cooperate fully with any audit or investigation.
    – Failure to cooperate may result in suspension or termination.

    8. Consequences of Non-Compliance
    – Certificates may be rejected or cancelled.
    – Financial penalties or repayment obligations may apply.
    – Contracts may be terminated immediately.
    – Serious breaches may be referred to the regulator for enforcement action.

    9. Contractor Declaration
By completing this training, you acknowledge that you understand your obligations under the VEU program.
    – You confirm that you will comply with all regulatory requirements and internal policies.
    – You understand that failure to comply may result in disciplinary action, termination, or legal consequences.
  • 10. CONTRACTOR DECLARATION & ACKNOWLEDGEMENT
