  • Welcome to this open house for the Bond and Reed Market Roundabout Improvement Project.

This survey will be open through 5 p.m. on November 10.

    We need your feedback!

The City is seeking community input on the two roundabout options.
This will be shared with City Council at the November 12 council meeting to inform their decision on how to proceed.

  • Project Overview

    What are we doing?

The project proposes converting the existing single-lane roundabout into a multilane roundabout to improve traffic operations and accommodate future travel demand.

Improve traffic flow and safety at a key intersection

Location: Intersection at SW Bond St / SW Reed Market Rd / Brookswood Blvd

Phase: We are currently in the information gathering and initial concept design phase.

    Total project budget: $7,250,000

  • Project Need

    • The number of people traveling through this intersection has increased in recent years.
    • It is a primary east-west route that crosses the river.
    • Other improvements are being made on SW Reed Market Rd to improve connectivity.
    • The community has asked for improvements, which helped inform where we're at today.
  • Goals / Benefits

    • Improve traffic flow and reduce delays.
    • Increase east-west and north-south connectivity through the city.
    • Maintain safe connections for all users.
    • Improve access to and from nearby businesses.
    • Improve flexibility for emergency evacuation.

  • Traffic Study

Traffic demand at this roundabout has increased as Southwest Bend grows. However, the amount of traffic the roundabout can process in an hour, has not changed. This has resulted in longer queues.

Total volume through the intersection is high all day (7:30 a.m. – 7:00 p.m.), but traffic flow shifts directions at different times of the day.

    • Brookswood Blvd traffic increases in the morning from school-related traffic.
    • Brookswood Blvd and Bond St carry more traffic than Reed Market Rd over the course of the day.

Over the next 20 years, traffic is expected to grow about 40%.

  • Design Options

  • Option 1: Full Two-lane

This design would include two full lanes on each entrance and exit to the roundabout. Each entrance would have a right turn with through lane, plus a left turn with through lane.

This means all crossings would include two lanes of traffic.

Each leg of the roundabout would be consistent, which helps drivers know what to do.

  • How intuitive do you think option 1 is for drivers? (select one)
  • How comfortable would you feel walking, biking or rolling at this intersection? (select one)
  • Option 2: Partial Multilane

This design would include the same lanes on Brookswood Blvd and Bond St, but a different configuration for Reed Market Rd. Reed Market Rd would have a right turn only lane on both the east side and west side. There would also be just one exit lane for each side of Reed Market Rd.

This option reduces the number of two lane crossings by two.

This configuration fits with existing traffic patterns very well.

  • Evaluation criteria

Each option is measured against how well it meets the project goals and then scored.

The options were assessed on the following:

    • Vehicle delays/queues
    • Number of lanes pedestrians must cross
    • Impacts to right-of-way, private property, retaining wall needs and other amenities like signage, landscaping, and the existing sculpture
    • Intuitive for drivers
    • Access for emergency vehicles, transit and freight
    • Supports evacuation planning
    • Cost and schedule
  • Evaluation scores
    Category Score 1: Full Two-Lane 2: Partial Multi-lane
    Vehicular operations (Year 2045) 85% 81%
    Multimodal accommodation/safety 33% 83%
    Significant impacts 33% 75%
    Total Score 74% 80%

Both options score very well for vehicle capacity. For other criteria, option 2 scores significantly higher.

  • Future Traffic

Modeling for queue lengths show that both options will improve traffic at this roundabout to a similar degree.

Current queues on Reed Market Rd can extend as far as 1,500 feet to the west and 2,125 feet to the east. Brookswood Blvd sees peak hour queues as long as 2,350 feet, while Bond St has up to 2,200-foot long queues. On Reed Market Rd this line of traffic reaches the Alderwood Circle intersection, which can cause drivers to try alternate routes through the neighborhood.

Modeling for the year 2045 show that the new designs could provide the following improvements:

    • Option 1: Full two-lane - queue lengths reduced to 175 to 800 feet. (shown in orange below)
    • Option 2: Partial multilane - queue lengths reduced to 275 to 750 feet. (shown in blue below)

  • Community Concerns

  • Safety for walking, biking and rolling

The following features will be included:

    • 8-10 foot wide shared-use path outside of the roundabout.
    • Median islands between lanes where vehicles travel in opposite directions. The team is looking at how to maximize the width of medians.
    • Flashing beacons with push button activation for crossings with two lanes of vehicles traveling in the same direction.

    Safety for driving

The following features will be considered:

    • Traffic calming features such as raised crossings or raised intersection.
    • Design features such as wider pavement markings or raised separators that help guide drivers through the roundabout.

Additional safety strategies may be considered.

  • Crosswalk at a roundabout entry with pedestrian warning signs and a yield sign Yield here to pedestrians sign at a crosswalk with a flashing beacon Raised crosswalk with a median island and pedestrian crossing sign Aerial view of a multilane roundabout with pavement markings guiding cars and a truck through the lanes

  • Construction Concerns

    • Reduce cut-through traffic into neighborhoods. Especially, on Wood River Ln, McClellan Rd, Silver Lake Blvd, and Chamberlain St.
    • Need for frequent communication and updates.
    • Closures and detour impacts for this work.

Up next: Learn more about construction impacts and how we're planning to address these concerns at the next meeting prior to construction.

  • What construction-related concerns are most important to you? (Select all that apply)
  • Some level of traffic impacts will be necessary. Which construction approach would you prefer?
  • Evacuation

Evacuation capacity is a main concern for the community.

We are working with the City’s Fire & Rescue, Safety & Prevention team to assess what else may be needed for this roundabout.

    Bend fire station at dusk

Limitation: Since Reed Market Rd, Bond St and Brookswood Blvd all have single lanes beyond this roundabout, additional lanes in the intersection won't increase capacity on the corridors.

  • Evacuation Capacity Scenarios

While two through lanes help keep traffic flowing through the roundabout, the single lanes on Reed Market Road, mean that merging vehicles will still need to slow on the other side.

The extra turn lanes would be beneficial in providing more options for an evacuation event.
