    The Western Interstate Region is affiliated with the National Association of Counties and is dedicated to the promotion of Western interests within NACo. These interests include public land issues (use and conservation), community stability and economic development, and the promotion of the traditional Western way of life. Its membership consists of fifteen Western states, (Alaska, Hawaii, Wash., Ore., Calif., Idaho, Nev., Ariz., Mont., Wyo., Colo., N.M., Utah, N.D., S.D.) with membership funded through the individual state associations.​​​​​​​​​​​​​​​​​​​​​​​​​​​​

  • Airport System Plan Project Advisory Committee

    The PAC is comprised of representatives of numerous Washington organizations that are familiar with individual airports, economic factors affecting aviation, and/or other aviation and non-aviation stakeholders. The PAC members’ knowledge of Washington issues and needs and/or experience with its aviation system will provide meaningful contributions leading to the study’s success.

    The WASP is a critical component of WSDOT’s statewide airport planning efforts, and it is important to update it regularly to help maintain the system, monitor its performance, and preserve the momentum that has resulted from continued investment in statewide aviation. At the completion of this updated WASP, the stakeholders will understand the existing system, the issues facing the system now and likely into the future, the statewide airport system’s performance, the system’s future facility and financial needs, and opportunities for policy recommendations.

    PAC members are asked to provide guidance and support during the development and provide direct feedback on the WASP.  Several draft study deliverables will be provided for your review and input. The primary review and feedback will be around the proposed policy recommendations and implementation plans.  There will be one virtual meeting in the Spring of 2025 to discuss the findings and obtain your thoughts.

  • State Council on Aging

    The Washington State Council on Aging is established to serve as an advisory council to the Governor, the Secretary of the Department of Social and Health Services and Aging and Long-Term Support Administration. The State Council is presently designated by the Governor as the state advisory council to the Washington State Unit on Aging, which is part of the Home and Community Services Division, Aging and Long-Term Support Administration, Department of Social and Health Services. The designation makes the State Council responsible to comment and advise on the federally funded programs of the Older Americans Act and other federal programs as required by federal law and regulation.   • Boating Program Advisory Council

    The purpose of the council is to advise the Commission on matters relating to the state boating program. Its primary duties may include:


    • Provide input on priorities and methods for promoting the pastime of recreational boating in Washington State and simultaneously growing a culture of clean and safe recreational boating.
    • Fostering information sharing between the Commission and other groups and individuals involved in recreational boating and assisting in generating and carrying out strategies for promoting environmentally sound and safe recreational boating practices.
    • Provide input on recreational boating safety priorities and methods by reviewing and commenting on the draft annual grant application to the US Coast Guard; Reviewing and commenting on the draft biennial budget; Reviewing and commenting on periodic reports on implementation of mandatory education requirement; and advising on other recreational boating safety topics as needed.
    • Provide input on the priorities and methods of the Clean Vessel Program by reviewing and commenting on the annual clean vessel program plan. Reviewing and commenting on the annual application that is submitted to US Fish and Wildlife Service. Reviewing and commenting on the draft annual budget. Advising Boating Program Staff on clean vessel topics as needed.
    • Facilitate good communication between the Commission and recreational boating stakeholder groups by: Informing Council members and staff about potential or proposed legislation affecting the Recreational Boating Safety program or the Clean Vessel Program.

  • Capital Projects Advisory Review Board

    The purpose of the board is to provide an evaluation of public capital projects construction processes, including the impact of contracting methods on project outcomes, and to advise the legislature on policies related to public works delivery methods. The 2005 Legislature created the Capital Projects Advisory Review Board (CPARB) under ESHB 1830 (RCW 39.10) to review alternative public works contracting procedures and provide guidance to state policymakers on ways to further enhance the quality, efficiency and accountability of public works contracting methods.

  • Community Economic Revitalization Board (CERB) 

    The Community Economic Revitalization Board (CERB) was formed in 1982 to respond to local economic development in Washington communities. CERB provides funding to local governments and federally recognized tribes for public infrastructure which supports private business growth and expansion. Eligible projects include domestic and industrial water, storm water, wastewater, public buildings, telecommunications, and port facilities.

  • Community Outdoor Athletic Facilities Fund Advisory Committee

    RCW 43.99N.060 directs the WA State Recreation and Conservation Office to allocate excess revenues from Seahawks Stadium Bonds (which expired Jan 2021) to Cities, Counties, and nonprofits to acquire, develop, and maintain community athletic facilities. This needs to be done through the development of a competitive grant program. Statute prescribes some of the policies for these grants ($42m available) but the majority of policymaking, as well as identifying an overall goal for these funds is delegated to the RCO. We are putting together an Advisory Committee to meet now through late 2023 to help us develop those goals and policies. We are looking for (a county elected official) (or two) to serve on this advisory committee with other elected leaders, parks and recreation professionals, and community and social service organizations and individuals.

  • County Design Standards Committee

    The County Design Standards Committee adopts standards and seeks to encourage standardization of road design elements where necessary for consistency and to assure that motoring, bicycling, and pedestrian public safety needs are met. Considerations include safety, convenience, pleasant appearance, proper drainage, and economical maintenance. The committees recognize that cities and counties must have the flexibility to carry out the general duty to provide streets, roads, and highways for the diverse and changing needs of the traveling public.   • Creative Economy Strategic Workgroup

    The creative economy is an integral part of our state’s economy, employing more than 400,000 workers throughout Washington. At the Department of Commerce (Commerce), we are developing long-term strategies to help the sector grow exponentially, including the addition of a new Creative Sector Lead to advance this effort. Commerce is also convening a Creative Economy Workgroup to study the industry and forge a strategic plan to guide state, regional and local efforts to help the creative sector thrive in communities large and small. The state’s legislature authorized the workgroup, and the agency has partnered with WESTAF as its contractor.

  • Criminal Justice Treatment Account Panel - 2 openings (Primary and alternate)

    The Criminal Justice Treatment Account (CJTA) is designed to provide substance use disorder treatment and recovery support services to individuals involved in the criminal justice system. It allocates funds to counties and behavioral health organizations to assist those with pending criminal charges or enrolled in therapeutic court programs. Established in 2002, the CJTA aims to improve access to treatment for justice-involved individuals, thereby enhancing their chances of recovery and successful reintegration into society.   • Decarbonization Advisory Group

    The 2021 legislature directed the Washington Utilities and Transportation Commission (UTC) to conduct a study on energy decarbonization impacts and pathways. This study will explore various scenarios for reducing emissions from Washington's electric and natural gas systems. The end result of this project will be a report due to the legislature by June 1, 2023.

  • Encumbered Lands Proviso Workgroup

    The 2022 Supplemental State Operating Budget appropriated $10 million to replace forest lands encumbered by Endangered Species Act limitation in five counties – $5 million for Clallam and Jefferson Counties, and $5 million for Pacific, Skamania, and Wahkiakum. The proviso included the flexibility to purchase lands in other counties for the benefit of the five listed beneficiary counties. WSAC was charged with decision-making authority for expenditures of the funds and for reporting to the legislature on any statutory changes which may be needed to implement the proviso by December 31, 2022.  The workgroup will develop recommended policies for implementation by WSAC related to the proviso and develop the legislative report in partnership with the Department of Natural Resources.

  • Freight Mobility Strategic Investment Board (Elected) - Seat 2

    The Washington State Freight Mobility Strategic Investment Board (FMSIB) is a 12-member Board appointed by the Governor held accountable to create a comprehensive and coordinated state program to facilitate freight movement between and among local, national and international markets which enhances trade opportunities. The Board is also charged with finding solutions that lessen the impact of the movement of freight on local communities.

  • Government Participation Mechanism (GPM) Workgroup (New Group with Multiple Openings)

    The Purdue and Mallinckrodt Opioid settlements require a Government Participation Mechanism (GPM) in order to provide recommendations for the funds being provided to the counties to not include the 4 largest. Health Care Authority is required to administer both the GPM and the funds for these 35 counties.

    The initial membership of the GPM is required to have twelve (12) executive branch members, twelve (12) local members, and state planners have also elected to include two (2) tribal members and four (4) members with lived experience. GPM members are required to have experience, expertise, and education with respect to one or more of the following: public health, substance use, healthcare equity, and other related topics necessary to ensure that the GPM can effectively function.  

    Members of the GPM will initially be appointed for a period of twelve (12) months. In addition to recommendations on the use of the initial payments received from Purdue and Mallinckrodt, first-year members will be asked to form by-laws that specify a formal selection process, duties, and membership terms for future members.

  • Housing Supply and Affordability Task Force 

    This newly established task force shall convene its first meeting no later than June 1, 2023. Two co-chairs will be chosen from among its legislative members. 

    The task force will identify:

    a) Strategies to increase the diversity and supply of affordable, attainable housing at all income levels;

    b) Reforms to land use and zoning laws to increase and diversify housing choices;

    c) Strategies to address government actions and requirements that may increase housing costs or prevent supply from increasing to meet demand;

    d) Federal, state, and local partnership opportunities to increase and preserve affordable housing;

    e) Actions to expand the state's construction workforce; and

    f) Other subjects that the task force identifies as root causes or barriers that have made housing inaccessible and unaffordable throughout the state.

  • Joint Transportation Committee Work Group

    Congress passed the Infrastructure Investment and Jobs Act (IIJA) in November 2021. It reauthorized several surface transportation programs and created four new federal-aid highway programs. When new federal transportation authorizations occur, Washington state has a tradition of convening a work group to make recommendations on future distributions of federal-aid highway formula program funding to state and local governments. This year, the 2022 Supplemental Transportation Budget directs the Joint Transportation Committee to convene this work group.

    Within existing resources the joint transportation committee must convene a work group to discuss, collaborate, and develop recommendations to the committee on the distribution of federal-aid highway formula program funding from the infrastructure investment and jobs act to state and local government in future biennia.

  • Justice Assistance Grant Advisory Committee

    The Byrne-JAG program is the leading source of federal justice funding to state and local jurisdictions. While local jurisdictions can and do receive funds directly, the Department of Commerce is the State Administering Agency for Washington’s annual allocation of the funds. JAG funding is very flexible and can be used to support a range of program areas, including law enforcement, prosecution, indigent defense, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, technology improvement, crime victim and witness initiatives, and mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams.

    We implement an ongoing process to assess how the distribution of our state’s JAG grant funding should be prioritized within the federal guidelines and purpose areas. We do this with the assistance of an Advisory Committee made up of members who represent a broad range of expertise in the criminal justice, social services and public health systems. Bringing their professional expertise to bear, committee members help us set current and future priorities for the program. Advisory Committee member organizations have received JAG grants for various purposes in previous cycles; that does not preclude them from serving on the Committee.

  • Maritime Washington Advisory Board

    Over the past two years, people from across the region have helped chart the course ahead for the Maritime Washington National Heritage Area. Guided by a Management Plan Steering Committee, this planning process culminated in a Management Plan that outlines the vision, goals, strategies, and policies for Maritime Washington. Now, as we begin to implement this Management Plan, we are convening a new Advisory Board to help lead the way. The Maritime Washington Advisory Board will provide guidance, support, and advice to Maritime Washington staff in their implementation and administration of the heritage area as outlined in the Management Plan.

    The Maritime Washington Advisory Board will include 15-20 members, including two representatives from Tribes within the heritage area. It will strive to be representative of the many perspectives, communities, geographies, areas of expertise, and organizations participating in the National Heritage Area—providing ongoing insight into the needs and priorities of Washington’s diverse maritime landscape.

    The task force shall coordinate a statewide response to the urgent problem of missing and murdered women.   • MRSC/JTC State-Local Partnership Study

    $300,000 of the motor vehicle account—state appropriation is for the joint transportation committee, from amounts set aside out of statewide fuel taxes distributed to cities according to RCW 12 46.68.110(2), to contract with the municipal research and services center to convene a department of transportation-local government partnership work group to create a procedure in which the department of transportation can partner with a local jurisdiction to perform preservation and maintenance and construct projects on state highways.

    The work group must make recommendations of how the department of transportation could better work in partnership with local jurisdictions to ensure that roadway construction projects can be performed when funds are made available in the omnibus transportation appropriations act even if the department of transportation does not have the capacity to be the project manager on a project and a local jurisdiction is ready, willing, and able to implement the project within the time frames envisioned in the omnibus transportation appropriations act. In developing its recommendations, the work group must consider, at a minimum: (i) Differing roadway and construction standards between state and local agencies; (ii) Revenue, reimbursement, and financial agreements between state and local agencies; (iii) Differing procurement processes between state and local agencies; (iv) Liability; and (v) Other issues as determined by the work group.

    The work group must submit a preliminary report, including any recommendations, to the office of the governor and the transportation committees of the legislature by December 15, 2023.  The work group must submit a final report to the office of the governor and the transportation committees of the legislature by July 1, 2024.

  • Noxious Weed Control Board

    Through its actions and policy decisions, the State Control Board helps coordinate and supports the activities of the 38 county Noxious Weed Control Boards and weed districts of Washington who enforce the control of noxious weeds on private and public lands. The State Board also works with neighboring states and British Columbia, and provides leadership on regional and statewide noxious weed projects. 

    The Board maintains the state's official list of noxious weeds that landowners may be required to control. The Board also publishes educational materials about noxious weeds that are used by local weed boards and districts and distributed free to the public. (RCW 17.10.030)

    Senate Bill 5555 was recently signed into law and established a 911 Public Safety Telecommunicator Certification Program. As part of the legislation a certification board is being established in the Washington State 911 Coordination Office, to oversee the program. This board will have representation from key stakeholders and will play a pivotal role in the development of this new program. Duties of the certification board include:

    Adopting bylaws for the newly established board. Adopting rules to implement 911 Public Safety Telecommunicator certification. Reviewing and approving state approved training programs. Establishing recertification requirements.

    The Legislature created the Public Works Board in partnership with local governments. Its task is to assist local governments in addressing local infrastructure needs. The Public Works Board operates a revolving loan program funded by a dedicated local funding pool. A citizens’ board comprised of local infrastructure representatives manages the Public Works Board. The Board administers four programs associated with the Public Works Trust Fund, the Drinking Water State Revolving Fund program, and the Water System Acquisition and Rehabilitation program.     The Puget Sound Salmon Recovery Council advises the Puget Sound Partnership’s Leadership Council on decisions relating to salmon recovery and the implementation of the Puget Sound Salmon Recovery Plan. The Puget Sound Salmon Recovery Council’s recommendations help set priorities for the types of recovery work to conduct, determine what issues to focus on, and provide recommendations for future projects and funding.

    The Puget Sound Salmon Recovery Council includes representatives from the diverse constituents working on salmon recovery throughout the Sound, including representatives from federal agencies, state agencies, local jurisdictions, all Puget Sound tribes, all Puget Sound watersheds, business and agriculture entities, and environmental entities.   • Shoreline Hearings Board (3 openings)

    The Shorelines Hearings Board, which was established in 1971, hears and decides appeals of shoreline building and construction permits and penalty orders issued by local or state government agencies. (RCW 90.58.170)

    This Board meets on an as-needed basis. There is an upcoming shorelines case to review in early May 2025. We are hoping to fill 3 openings, but only one WSAC representative must attend each meeting.

  • Snowmobile Advisory Committee

    The purpose of the committee is to assist and advise the commission in the planned development of snowmobile facilities and programs.

  • State Advisory Council on Homelessness

    Makes policy recommendations to the Governor and to the Affordable Housing Advisory Board at least annually on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of becoming homeless, or who have been homeless. The Council will coordinate recommendations with the Affordable Housing Advisory Board and provide a forum for an integrated and consistent statewide approach to address homelessness. (More Info)

  • State Board of Health

    The state board may advise the Secretary on health policy issues pertaining to the Department of Health and the state. Shall provide a forum for the development of public health policy in Washington state. It is authorized to recommend to the Secretary the means for obtaining appropriate citizen and professional involvement in all public health policy formulation and other matters related to the powers and duties of the department. It is further empowered to hold hearings and explore ways to improve the health status of the citizenry. (RCW 43.20)

  • Tax Structure Work Group

    In 2017, the Washington State Legislature established the Tax Structure Work Group (TSWG) to identify options to make the Washington State tax code more fair, adequate, stable, and transparent. As of 2019, the TSWG is comprised of bipartisan Washington State legislators, as well as representatives from the Governor’s Office, the Washington State Department of Revenue, the Washington State Association of Counties (WSAC), and the Association of Washington Cities (AWC). The TSWG facilitates public discussions throughout the state about the advantages and disadvantages of the state's current and potential tax structure to inform recommendations to improve Washington State’s tax structure to benefit individuals, families, and businesses in Washington State.   • Voluntary Stewardship Program Statewide Advisory Committee (East)

    Washington State’s Voluntary Stewardship Program (VSP) provides an alternative approach for counties to address our state’s Growth Management Act requirements. The program uses a watershed-based, incentive-based process to protect critical areas, promote viable agriculture, and encourage cooperation among diverse stakeholders.

    The Statewide Advisory Committee (SAC) is comprised of appointees made by the Commission, consisting of: two persons representing county government, two persons representing agricultural organizations, and two persons representing environmental organizations. The Commission, in conjunction with the Governor's Office, shall also invite participation by two representatives of tribal governments. The role of the SAC is to advise the commission and other agencies involved in development and operation of the program.

    Requirements: County Representative from Eastern Region County (preference given to Elected Official from VSP-participating county)

  • Wildland Fire Advisory Committee – Western Washington Representative

    It is the purpose of the Wildland Fire Advisory Committee to advise the Commissioner of Public Lands on all matters related to wildland firefighting and fire issues in the state, including but not limited to developing recommendations regarding capital budget requests related to fire and developing strategies to enhance the safe and effective use of private and public wildland firefighting resources.   • State-Level Vehicle Residences Workgroup

    Apply by August 4

    Washington State University’s (WSU) Division of Governmental Studies and Services (DGSS) is beginning work on a study funded by the Washington State Legislature regarding the towing and impounding of vehicles used as residences. The legislature has tasked WSU with creating a workgroup of stakeholders to review the legal findings by the Washington supreme court in the recent case of City of Seattle v. Long. The workgroup is required to meet a minimum of three times to produce a set of recommendations for amending Chapter 46.55 which provides the legal framework for towing and impounding vehicles. These recommendations must be put into a final report for submission to the legislature and the governor no later than December 1, 2022. (SB 5689, pages 6-7)
