  • Please use this application for the Monsignor Ronald C. Bill Scholarship Fund, Inc. You must have completed the sacrament of confirmation and a current member of a parish in the Syracuse Diocese within Onondaga County, NY to be considered for this scholarship. This scholarship is open to all high school seniors with a GPA 85 or above who will be attending an accredited college (2 or 4 year) or an accredited trade school.
