PROPOSED RATE INCREASE INFORMATION
In an effort to establish rates that are administratively efficient, equitable, and based upon the cost of service provided, a comprehensive rate study was recently completed by Willdan Financial Services. In reviewing the rate structure, primary consideration was given to the overall equity of the rate structure as it applies to various customers and customer classes. Consideration was also given to the comparativeness of the rate structure with other regional utility systems, as well as common industry standards for water and wastewater utility rates.
Upon review, Willdan recommends that the Town change to a cost-based rate structure that will pay for infra-structure improvement projects and recover the full cost of daily utility expenditures. The proposed rate change includes three adjustments:
Adjust the Base Rate Availability Fee by 10% compounded each of the next five years,and charge for every gallon used,
Adjust the Rate Ratio Standard to the industry standard and phase the adjustment over the next five years,
Adjust the Usage Rate by 10% compounded each of the next five years.
Below, we have provided a rate calculator so that citizens can estimate their proposed future monthly utility bills by inputting information about water usage, building type, and meter size. The calculator computes amounts based on the five year rate structure change proposed by the rate study results.
