• Alliance Division (SIBA) - Team Registration 

      

    FOR FULL TEAM REGISTRATION ONLY

    Only basic team information will be collected at this point.  

    After team registration fee has been confirmed each player will be required to be  individually registered into our system (this is required for waivers, insurance, etc) by his/her parent/guardian.

    TEAM REGISTRATION PAYMENT IS DUE UPON COMPLETION OF THIS FORM, UNLESS OTHER ARRANGEMENTS HAVE BEEN MADE WITH THE LEAGUE

  • California Youth Protection Law (AB-506) requires that adult volunteers of youth programs meet certain requirements, which include a LiveScan background check, and a Child Abuse Mandated Court Reporter Training course certificate of completion. State law also requires coaches to complete a Concussion Certification Course. Teams playing in the MPB/EVB SIBA/Alliance division are formed, pay fees, set rules and policy completely outside of MPB/EVB and it is their responsibility to comply to these state laws, not the responsibility of MPB/EVB to monitor and enforce them.

    The person completing this form is assuming responsibility for understanding the above laws and making sure this teams volunteers meet those requirements.

  • Team Information

  • DIVISION/AGES - Team ages are based on Pony & USSSA date-ranges, which is how old they are exactly on April 30. 

  • PLAYERS ON HIGH SCHOOL ROSTERS ARE INELIGIBLE TO PLAY IN SIBA IN THE SPRING SEASON

  • TEAM RESIDENCY INFORMATION - MINIMUM REQUIRED MENIFEE/ELSINORE RESIDENCY IS 75% (3/4 of roster).   66% (2/3) will be considered if space is still available.  This is important to the league, and has an impact on the field allocation we get from the cities parks departments.  If we suspect that a team has too many non-residents, or we are just not familiar with the team and players, we reserve the right to require proof of address be submitted.  FALSIFIED/INCORRECT INFORMATION COULD LEAD TO REMOVAL FROM LEAGUE (no refunds would be given for this reason).

     

    TEAM ROSTERS - Must start with a minimum of 11 players and a maximum of 15.  Due to league insurance requirements players not registered at menifeepony.com or evbaseball.com will not be permitted to play in any MPV/EVB Alliance/SIBA games.  If non-registered players are found to be playing in your SIBA games you may be disqualified from post-season play or even the entire remainder of the season (no refunds would be given for this reason).

      

    ALL-STARS (Spring Season Only): If your team is interested in participating as a Menifee Pony All-Star team...PONY All-Star rules require minimum roster size of 12 and a maximum roster size of 15 players.  Players registered to our rec divisions are not eligible to play with your team during All-Stars.  Players must be in the proper Pony Rules age-ranges for All-Stars at the level the team is entering. Teams must pay their own entry fees, which are approximately $400. NOTE: any player registered in more than one Pony league is ineligible to play Pony All-Stars due to Pony rules. 

  • PLAYING IN BOTH MPB/EVB REC & ALLIANCE

     1. Rec games come first: A player’s commitment to their Rec team is top priority, meaning they can’t skip Rec games for any practice or game in the Alliance division (doesn't include practices).
     2. Dual registration requirement: Players must be properly registered in the Menifee Pony or Elsinore Valley Baseball system for both the Rec and Alliance teams.
     3. Pitch-count limits: Parents and coaches must be mindful of the combined pitch count across both teams to prevent overuse injuries. 
     4. All-Star eligibility: A player can only be eligible for All-Star selection for one team, based on which team they registered for first.
     5. Consequences for violations: The MPB Board can suspend players from either or both divisions if any these rules are violated.

    More details to these rules are listed in our Local Rules found on MENIFEEPONY.COM.  No refund will be given as a result of any missed games or practices that resulted from these penalties.  

  • Alliance/SIBA Division Details

    If we have enough teams for an age group (8U, 9U, 10U, etc.) we will form a division based on that specific age.  For any age we don't have enough to form a division, we may combine and form them based on Pony Divisions (10U/Mustang, 12U/Bronco, 14U/Pony).  

    8U-15U:

    • 12 Monday-Thursday (rarely Mondays) games (regular-season plus playoffs) scheduled, at least 11 games guaranteed (unless your team cancels/misses games). 
    • 1 M-F practice per week.  We will make every attempt and work with you to get you an agreeable practice time/day/field but there are no guarantees.  Spring practices are for 18-20 weeks, from the first full week of February thru the first week of June.  Fall practices are for 17-18 weeks, from mid-August thru the first week of December. If you register after those dates we won't prorate, you will just have missed those, but we might be able to offer you an extra at the end of the season or sometime sooner.  
    • We will attempt to reschedule rained out or otherwise canceled practices due to circumstances beyond our control, but there are no guarantees for practice time.  
    • We will attempt to reschedule any missed games.  If fewer than the guaranteed amount of games are played we will refund for games under that amount.  The refunded amount will be prorated based on the total of practices and games scheduled.  
    • 8u Pinto-KP practices are 1.5 hours (1 hour of dirt).  All other divisions are 2-hour practices (1.5 hours of dirt)
    • Alliance teams use same field sharing method our rec teams do.  First half hour may by on outfield grass while another team uses the infield, and last half hour may have a team using the outfield grass while you're using the infield
    • Teams may not share their practice fields with non-MPB teams.
    • Unregistered (at menifeepony.com or evbaseball.com) players can not practice or play on your team while you are using a field or game as part of our season and this registration. 
    • Games scheduled on weekdays, typically between Tuesday and Thursday. Sometimes it may be necessary to schedule a Monday game, or even a Friday one, but this would be coordinated with the team
    • One umpire is planned for regular season games in 8u thru 12u, two umpires in 13u & HSP (when available).  Two umpires for playoff games (when available)
    • Games to begin approximately the 2nd week of February (8U could be a couple weeks later) in spring, and the 2nd week of September in fall
    • Spring season playoffs typically begin late-May (if weather permits)
    • Fall season playoffs typically begin the week of or after Thanksgiving.  
    • Special scheduling accommodations might be possible but are not guaranteed
    • If you miss/cancel a scheduled game, it's likely that you will simply lose that game and we will attempt to find another team to replace you in it.
    • Accommodations may be made for teams participating in a BLD season, but proof of BLD participation must be provided at least one week before the games begin
    • PLAYERS ON HIGH SCHOOL ROSTERS ARE INELIGIBLE FOR SIBA IN THE SPRING SEASON
  • GAMES - At least 11 (usually 12) regular-season games will be scheduled but only 11 guaranteed.  We will make every attempt to reschedule any canceled games but only 11 are guaranteed.  An end-of-season tournament is also guaranteed.

  • PRACTICES - 1 practice per week is scheduled for 18-20 weeks (17-18 in fall) but there is no guarantee on any of these practices in cases of circumstances beyond our control (rainouts, park closures, etc).  We will make every effort to reschedule any canceled practice but that may include weekends and/or other times and locations, though we will try to work with you on this.  Practice times/days for any practice is not guaranteed, but we will make every effort to work with you to be reasonably accommodating.  

    We will not schedule you practices until payment has been made.  If you register/pay after we've already started scheduling practices, those practices will simply be missed with no rescheduling later.  For example, our spring practices will start at the beginning of February but if you don't register/pay until February 15 you will simply miss out on the earlier practices without any change in rate or rescheduling of those practices.

                              • MPB/EVB Alliance Division REFUND POLICY - 

                                1. All funds paid to or collected by the league are non-refundable in each instance except as otherwise stated in this policy.
                                2. Refund requests of registration fees will be considered by the Board of Directors on a case by case basis in accordance with this policy.
                                3. Each request for a refund must be made by using our Refund Request Form on our website.  The request must include the reason why the affected team does not intend to participate.  
                                4. No refunds will be considered or processed unless and until the Board of Directors has received the refund request.
                                5. If removed for violating minimum residency or other rules, no refund will be given. 
                                6. No Alliance/SIBA registration refunds will be given after January 20 of spring season, and August 20 of fall season.  The Board of Directors may still approve a refund, based entirely on the Boards discretion.
