This level of editing is recommended for manuscripts that have already been edited and are in generally good shape, but require an additional check and polishing. This is ONLY recommended for authors who have a very limited budget and do not require bookstore distribution or media reviews. It is best suited for personal projects and/or private distribution. Junior to mid-level editors are generally used. Rates are usually around 15c to 18c per word.
Ideally your manuscript should be edited, proofread, typeset, and proofread once again. However, due to the limited budgets of most self-publishing authors and lower sales volumes, the manuscript is often proofread only once.
