SECTION I: GENERAL ENTRY REQUIREMENTS
See new requirements imposed on passengers in sections II.D. and III.A, below.
A. IDENTIFICATION CREDENTIALS FOR OFFICIAL TRAVEL
NOTE 1: In accordance with the Schengen agreement, all US citizens with a valid tourist (blue) passport may enter Greece for up to 90 days without a visa. Passport must be valid for 90 days beyond period of intended stay. For visits exceeding 90 days, personnel must obtain an alien resident permit or police identity card.
US Military.
Military personnel on official business require military ID card and NATO and Service PCS or TDY/TAD travel orders. Passport is not required.
(1) References to the service regulations on NATO travel orders appear in the Foreign Clearance Manual: C3.2.2.2.1 Sample NATO travel orders are available at natoform.pdf.
TDY/TAD military personnel are encouraged to enter/exit Greece on military ID card and NATO travel orders as specified in I.A.1.a above. A visa is required if either an official (maroon) or diplomatic (black) passport is used to enter Greece. Passports must be valid for at least three (3) months beyond travelers planned departure from the Schengen area. Visas must be obtained prior to arrival.
Personnel staying over 90 days must obtain an alien resident permit or police identity card. Four (4) passport photos are required with the application. In-country host units will process.
US DoD civilians.
A no-fee passport is required. No-fee passport must be valid for at least three (3) months beyond travelers planned departure from the Schengen area. Recommend personnel who already possess a tourist passport also bring their tourist passport with them.
(1) Exception: US Government civilians who are citizens of a Schengen country do not require a passport but must carry a Schengen ID card. (See the Foreign Clearance Manual, Table C3.T2, for a list of Schengen countries.)
(2) If travelers are US citizens born in the Republic of Macedonia, Greek Immigration Officers at all ports of entry (land, air and sea) will not place entry stamps in passports listing the traveler’s place of birth as Macedonia or the Republic of Macedonia. These travelers are required to complete a short form on which the entry stamp will be placed and which the traveler should keep with their passport for the duration of their stay in Greece and present to immigration officials upon departure.
(3) Travelers may obtain the latest visa information and entry requirements from the Greek embassy located at 2217 Massachusetts Avenue, N.W. Washington DC 20008, phone 202-939-1300, or one of the consular offices in New York, Boston, Atlanta, Tampa, Houston, Chicago, Los Angeles or San Francisco. Visit the US Embassy of Greece website.
(4) US government civilians who maintain US-Greek dual citizenships should enter Greece on their US passports. Passport must be valid for at least three (3) months beyond travelers planned departure from the Schengen area.
Visa not required for DoD civilian personnel traveling on an official (maroon) passport or a blue no-fee passport. DoD civilian personnel must possess travel orders with Greece listed on the orders. Personnel who do not have the preceding documents require a visa. Recommend traveler carry a copy of their country clearance approval. A visa is required for diplomatic passport holders and all non-DoD personnel traveling of official or blue no-fee passports.
Personnel staying 90 days or more must obtain alien resident permits or police identity cards. In-country hosts generally process applications for these documents, but each traveler must provide four (4) passport photos for the application. Residence permits are not required for US Government civilians who are citizens of a Schengen country.
See I.F, below, for special conditions applicable to dual citizens of the US and Greece.
Eligible family members.
No-fee passport required. No-fee passport must be valid for at least three (3) months beyond travelers planned departure from the Schengen area.
(1) Exception: Eligible family members who are citizens of a Schengen country do not require passports but must carry a Schengen ID card. (See the Foreign Clearance Manual, Table C3.T2, for a list of Schengen countries.)
Visa not required for DoD eligible family members traveling on an official (maroon) passport or a blue no-fee passport. DoD civilian personnel must possess travel orders with Greece listed on the orders. Eligible family members traveling on a diplomatic passport must have a visa obtained prior to arrival.
Special visa considerations for eligible family Members who’s sponsor will be assigned to the US Embassy. Read US Embassy Management Instruction MI-B1-13 Part 2.
Eligible family members should carry a copy of their sponsor’s orders.
Personnel staying 90 days or more must obtain alien resident permits or police identity cards. In-country hosts generally process applications for these documents, but each traveler must provide four (4) passport photos for the application. Residence permits are not required for eligible family members who are citizens of a Schengen country.

Dependent Entry Approval (DEA) is a Navy process to obtain permission from an area commander to bring dependents into a specific area. Information on how to obtain DEA and points of contact are available at http://www.public.navy.mil/BUPERS-NPC/SUPPORT/DISTRIBUTION/Pages/DependentEntry.aspx .
DoD-sponsored contractors.
Passport required. Passport must be valid for at least three (3) months beyond travelers planned departure from the Schengen area.
(1) Contractors who are citizens of a Schengen country do not require passports but must carry a Schengen ID card. (See the Foreign Clearance Manual, Table C3.T2, for a list of Schengen countries.)
(2) Contractors who maintain US/Greek dual citizenships should enter Greece on their US passports.
(3) Persons employed by US contractors directly supporting US Forces in Greece who possess either an official (maroon) or a blue no-fee passport and also possess travel orders with Greece listed on the orders do not require visas. Alternately, persons employed by US contractors may enter Greece on a tourist passport for a maximum of 90 days. Travel under any other circumstances will require a visa. It is essential that country clearance has been approved.
(4) Contractors staying 90 days or more must obtain alien resident permits or police identity cards. In-country hosts generally process applications for these documents, but each traveler must provide four (4) passport photos for the application. Residence permits are not required for contractors who are citizens of a Schengen country.
Personnel assigned to the US Embassy.
US military personnel, US government civilians, and/or command-sponsored eligible family members assigned to the US Embassy and ODC Athens, and foreign area officer trainee attached to USDAO Athens or ODC Athens, are issued diplomatic passports and require a visa prior to arrival.
Individuals who are eligible for Greek citizenship through a parent or who have dual national status will NOT be accredited by the Greek Ministry of Foreign Affairs. Whether or not entitlement to Greek citizenship has been explicitly affirmed, employees who have a Greek parent will not be properly accredited absent a formal renunciation of Greek Citizenship which must be completed at a Greek embassy before arrival in country. This process is complex and time consuming. Until a formal renunciation of citizenship eligibility has been completed through the government of Greece, the employee is not eligible for accreditation, i.e., privileges and immunities, and cannot work under Chief of Mission authority.
Personnel contemplating an assignment to Greece should contact the US Embassy’s HR Office if they have Greek heritage or if they are unsure of their status.
Personnel who have been recently assigned to the US Embassy who have Greek heritage but who have not yet arrived and been accredited should also reach out to the US Embassy’s HR Office immediately BEFORE arriving in Greece.
Non-US citizens and dual nationals with non-US passports.
Passport and visa requirements may vary for those who are not citizens of a NATO member state or a Schengen country and also for dual nationals traveling on a passport not issued by a NATO member state or a Schengen country. Such travelers should check with a Greek embassy or consulate to determine what credentials are required for entry.
Consult Section III , below, to ensure compliance with requirements for Country Clearance, Theater Clearance, and Special Area Clearance (if required).

B. IDENTIFICATION CREDENTIALS FOR LEAVE TRAVEL
Passport required. Passport must be valid for at least three (3) months beyond travelers planned departure from the Schengen area.
Tourist passport preferred. Visa not required for personnel traveling on tourist passport for stays of less than 90 days in a six (6) month period.
(1) The 90 days begin when entering any of the following countries, which are parties to the Schengen Agreement: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, The Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.
Personnel who enter Greece on a no-fee passport (i.e., diplomatic (black), official (maroon), or blue no-fee (government endorsement in back of passport) require a visa. Visa must be obtained prior to arrival in Greece. NO EXCEPTIONS.
(1) Greek immigrations strictly enforce their visa requirements. Personnel who use the no-fee passport for leave travel to Greece must obtain a visa prior to travel. Personnel CANNOT enter Greece on military or civilian ID card and leave orders.

The Hellenic Center for Disease Control & Prevention is conducting Ebola Virus Disease (EVD) screening of passengers. The HCDCP Incoming Passenger Card should be provided in flight. All passengers will be required to submit a completed card upon arrival.
Travelers may need to demonstrate they have sufficient funds for trip and a return airline ticket.
In the leave application, travelers are strongly encouraged to include emergency contact information, similar to the following:

(2) Visa NOT required for a maximum stay of three (3) months: Albania, Andorra, Antigua & Barbuda, Argentina, Australia, Bahamas, Barbados, Brazil, Brunei, Bulgaria, Canada, Chile, Chinese Taipei (Taiwan), Costa Rica, Croatia, El Salvador, Guatemala, Honduras, Hong Kong (SAR China), Israel, Japan, Korea (Republic - South), Macau (SAR China), Malaysia, Mauritius, Mexico, Monaco, New Zealand, Nicaragua, Panama, Paraguay, Romania, San Marino, Seychelles, Singapore, St. Kitts & Nevis, Taiwan (China - Taipei Passport includes Personal ID number), Uruguay, USA, Vatican City and Venezuela.
(3) Visa NOT required for stays of less than 90 days (Holders of biometric passports only - passport must contain integrated chip): Bosnia & Herzegovina, Macedonia, and Montenegro.
(4) Visa requirements may vary for other non-US citizens and for dual nationals traveling on other non-US passports. Such travelers should check with a Greek embassy or consulate to determine what credentials are required for entry.

Consult Section IV , below, to ensure compliance with any requirements for Country Clearance, Theater Clearance, and Special Area Clearance (if required).
C. IMMUNIZATIONS AND OTHER MEDICAL REQUIREMENTS

D. IMMIGRATION, CUSTOMS, OR QUARANTINE INSPECTIONS
Customs, immigration, and quarantine inspection are required.
Greek Customs and Passport Control at Athinai Airport require one copy of the passenger manifest from all aircraft arriving and departing Athinai carrying passengers.
E. UNIFORM REQUIREMENTS
Country.
Transient aircrews are permitted to wear uniforms but should be prepared to change into civilian clothes prior to departing Athinai. The primary transient billeting facility is located off-base.
Theater: EUCOM.
The following standards regarding wearing of uniforms apply to all DoD personnel in the EUCOM AOR, except those who fall under Chief of Mission responsibility for force protection. These standards do not apply during military missions (e.g., port visits, official ceremonies, band appearance, training events, etc.) or operations where the wearing of uniforms is consistent with the mission and mode of travel. Commanders may establish more stringent requirements as appropriate to the threat and circumstances.
(1) Except when executing operations, training, exercises, and events where individuals or organizations represent the DoD to the host nation in an official capacity, limit off-installation uniform wear in the following areas to reduce DoD signatures. Wearing military uniforms off US or host nation installations and/or access controlled areas is authorized only while traveling via private, government, or rental vehicle between homes and duty locations or between neighboring installations/bases. Unless emergency situations dictate, do not exit vehicles in uniform while traveling to/from duty locations. Do not wear uniforms while commuting via motorcycle, bicycle or as a pedestrian. To the greatest extent possible, limit uniform wear within public areas of off-installation hotels.
(2) Installation Commanders' Force Protection policies, including uniform policies, apply to all personnel assigned, attached, or in transit regardless of service. In joint communities, senior leaders will collaborate and develop a standardized policy. This will maximize policy effectiveness, reduce confusion among service members, and present a common appearance to the host nation.
(3) Military commanders or DoD civilians exercising equivalent authority may request deviation from specific uniform provisions from the first general officer/flag officer with TACON for FP responsibilities. EUCOM may withdraw deviation authority and retain this authority at their discretion. Deviations must be limited to fit local conditions and will not be blanketed over multiple commands, installations or garrisons. Forward all deviations to HQ EUCOM EPOC-AT as soon as practical, but not later than five (5) working days after approval. Submission will be made by message or memorandum. Messages will be transmitted by SIPRnet e-mail to eucom.stuttgart.ecj3.list.epoc-atgroup@mail.smil.mil.
Military personnel traveling via military/military contract transportation will wear the uniform prescribed in their deployment or travel orders. Commanders will ensure personnel have access to civilian clothing in order to reduce their signature in the event it becomes necessary to stage at the civilian side of an airport.
Personnel will take steps to limit wearing and carrying items that display a distinct DoD or US signature, and should wear appropriate civilian clothing that blends into the local environment when outside installations and bases. Personnel will wear civilian clothing when not on duty.
Aircrew members supporting verification activity associated with an international treaty such as INF, START, or CFE should comply with the provisions of the treaty in question.
USAFE prescribes summer uniform year-round.
F. SAME SEX SPOUSE AND LGBTI INFORMATION
Department of Defense (DoD) PCS SAME SEX SPOUSE ACCOMPANIED TOURS
NOTE 1: SOFA Clarification obtained from DASD (MPP)/OEPM.
DoD Instruction 1315.18, Procedures for Military Personnel Assignments, states that assignments will be made for all Service members without regard to color, race, religious preference, ethnic background, national origin, age, marital status, sexual orientation, or gender, consistent with requirements for physical capabilities, except in cases where SOFA protections are not extended to same sex spouses. The responsible Combatant Commander recommendation on command sponsorship of same sex spouses or domestic partners (civilian) is based upon a host nation determination of whether or not to extend Status of Forces Agreement (SOFA) protections to same sex spouse or host nation law, safety, or political concerns that might put a same sex spouse at risk. It is DoD assignment policy that all command sponsored dependents should be afforded SOFA protections. The Combatant Commander’s command sponsorship recommendations can be found on the SOFA Clarification tracker . A Host Nation not listed on this tracker, listed as “Pending”, or determined "No" from a previous recommendation is not authorized same sex accompanied assignments until a country assessment is completed and reflected in this tracker.
Department of State (DOS) LGBTI INFORMATION
There are no legal restrictions on same-sex sexual relations or the organization of LGBTI events in Greece. LGBTI individuals in Greece are protected by anti-discrimination laws and gender identity is among the grounds covered by laws against hate speech. At the same time, however, non-governmental organizations report that social discrimination based on sexual orientation and gender identity is widespread in Greece. See Department of State's LGBTI travel information page and section 6 of the Human Rights report for further details.
G. DUAL NATIONALS
US Government civilians and DoD-sponsored contractors who maintain dual Greek/US citizenship lose NATO SOFA and other status of forces agreements protection and may be subject to a variety of Greek civil laws, including compulsory Greek military service. Dual citizens and US citizens of Greek descent, especially males, are strongly encouraged to inquire at the Greek embassy or a Greek consulate to determine their status before traveling to Greece.
In addition to being subject to all Greek laws affecting US citizens, dual nationals may also be subject to other laws that impose special obligations on Greek citizens. Greek males between the ages of 19 and 45 are required by Greek law to perform military service. This applies to any traveler whom the Greek authorities consider to be a Greek citizen, regardless of whether the traveler considers themselves Greek, has a foreign citizenship and passport, or was born or lives outside of Greece. If remaining in Greece for more than the 90-day period permitted for tourism or business, men of Greek descent may be prevented from leaving Greece until they complete their military obligations. Generally, obligatory non-voluntary military service in Greece will not affect US citizenship. Specific questions on this subject should be addressed to the citizenship section of the US Embassy in Athens.
H. OTHER
Firearms are prohibited except during hunting season.
For US citizens born in the Republic of Macedonia, Greek Immigration Officers at all ports of entry (land, air, and sea) will not place entry stamps in passports listing the traveler’s place of birth as Macedonia or the Republic of Macedonia, but should recognize the validity of the travel document. These travelers are required to complete a short form on which the entry stamp will be placed and which the traveler should keep with their passport for the duration of their stay in Greece and present upon departure.
In July 2013 the US Embassy was informed of several deportations resulting from the inconsistent application of the above directive. Any traveler who is denied entry into Greece should request appropriate documentation from Greek authorities, including an official document titled “Refusal of Entry at the Border” (issued in English and Greek) stating the reason that they were denied entry. US passport holders denied entry under these circumstances should contact the US Embassy in Athens.
SECTION II: AIRCRAFT ENTRY REQUIREMENTS
A. CLEARANCE REQUIREMENTS
Blanket Clearances.
Blanket clearances for aircraft are available for routine flights. However, blanket clearances are not authorized for aircraft carrying any class of munitions, HAZMAT, radioactive materials, or troops with weapons on board aircraft. Special clearance is required for these flights.
One-Time Clearances.
Diplomatic clearance is required.
If landing at Souda Airfield, request PPR from Souda Bay Ops to ensure parking on the Navy ramp.
Overflight clearance does not automatically cover landing at any Greek airfield. Unscheduled diversions must be restricted to bona fide emergencies.
Aircrews are required to file ICAO flight plans; consult the Foreign Clearance Manual, C2.3.2.4 for further information.
DoD commercial contract aircraft must use the Appendix for overflight and landing procedures. Do NOT use Section II.
B. LEAD-TIME AND VALIDITY
Lead-time:
Four (4) days for overflights or landings by aircraft not carrying hazardous cargo. (Weekend and holiday requests are treated as short notice requests.)
Five (5) days for overflights or landings by aircraft carrying hazardous cargo.
25 days minimum for a request to use a military range in Greece.
Only short notice requests for medical evacuations, humanitarian relief, search and rescue, or presidential or national-level DV flights will be processed by USDAO Athens on weekends and holidays. No exceptions are allowed.
Clearance valid for: All flights cleared for operation in Athens UIR/FIR are granted clearance to operate off-schedule within limits specified below:
Flights originating outside of Greece: Diplomatic clearances expire at 2400Z of the second day after the scheduled flight; essentially a 48 hour window. Aircraft may operate early, provided flight within the Athens FIR occurs no earlier than the Z day for which the clearance was requested (e.g., hypothetical flight is cleared for Greek airspace overflight or landing based on an entry into the Athens FIR of 061200Z. Diplomatic clearance would be valid from 060001Z until 082400Z).
Flights originating from within Greece: Diplomatic clearance expires at 2400Z of the day for which the flight was scheduled. Aircraft may operate early provided the flight within the Athens FIR occurs not earlier than the Z day for which clearance was requested (e.g., diplomatic clearance for a hypothetical flight cleared for 061200Z is valid for 060001Z to 062400Z).
C. CONTENT OF CLEARANCE REQUEST
Prepare and submit the clearance request automatically with APACS at https://apacs.dtic.mil or if classified, https://apacs.dtic.smil.mil.
Information required in the Country Specific Information” field on the “Itinerary” tab in APACS or in paragraph 6 of the Aircraft Clearance request message.
Route of flight:
(1) Territory/FIR entry point (name or coordinates), date/time (Z).
(2) Route of flight within territory or FIR of country.
(3) Territory/FIR exit point (name or coordinates), date/time (Z).
HAZMAT requests must include:
(1) Cargo information:
(a) Shipping name.
(b) Class/div UN number.
(2) Weapons or troops with weapons:
(a) Type(s) and number of each type of weapon.
Non-HAZMAT requests must include confirmation that flight is not carrying arms or ammunition.
If the Aircraft Clearance Request is classified, use SIPR APACS and include paragraph markings and downgrade instructions to ensure timely processing.
During contingency operations when APACS is not available reference the Foreign Clearance Manual, Figure C2.F1 for clearance request template and contact the clearance approver directly for instructions on how to transmit the request.
D. ROUTE, FLIGHT, AND OTHER OPERATIONAL INFORMATION
Consult DoD Europe, North Africa, and Middle East FLIP.
Prevailing status of usable airways can only be obtained from Greek NOTAMS, which should be carefully consulted prior to submission of clearance requests.

Additional airport information.
Unit mission planners and/or aircrews should refer to the Defense Logistics Agency (DLA) Energy AIR Card System website (Agree with the “Usage Alert” statement by clicking “I agree ; then click on the “FBO Locator” menu on the upper right-hand side of the webpage) for available fuel contract merchants who accept the AIR Card for fuel and/or ground services. Every effort will be made to purchase fuel from the designated contract merchants. Any local merchant that accepts the AIR Card may be used for ground-handling services.
Chania/Souda (LGSA): C-5 operations are prohibited due to disruption of all other flight operations, extremely high foreign object damage (FOD) potential, and lack of a suitable parking location.
For travelers to NSA Souda Bay: During runway renovations (mid-Feb 2015), flights will be temporarily diverted to Heraklion airport. For individuals on the Patriot, USTRANSCOM will provide a free chartered bus to NSA Souda Bay.
Customs are available at these airports. Consult FLIP for service hours and prior notice requirements. Greek military airfields may handle customs with prior notice and approval. Make request to Hellenic Air Force through USDAO Athens.
Thessaloniki/Makedonia (LGTS): Due to ramp parking limitations and increased civil traffic during the tourist season, the Makedonia airport manager has requested that US military aircraft not RON at Thessaloniki between April and October.
Iraklion/Nikos Kazantzakis (LGIR): Due to apron parking limitations and significant increase in commercial traffic, overnight and long stay of foreign military aircraft is not permitted. Also military aircraft carrying dangerous goods are not permitted to land at Iraklion.
PANDAIR is the official handling agent for military aircraft at all airports in Greece. Crews experiencing problems at any field should immediately request to speak with a PANDAIR representative for assistance.
Limit landings at civilian airfields in Greece because ground handling services are extremely high. Charges for ground handling services are higher on Saturdays and Sundays and between 2200L - 0600L.
Do not execute an AF Form 15 for aviation fuel purchases from governmental activities, which include Greek military units. Use Greece's receipt forms, which are made available to pilots. Sign these forms and provide rank, type and registration number of aircraft, and complete unit address. Insert all the coded data on DD Form 1896 or DD Form 1897 on the Greek Government's receipt form. The Aviation Fuels Div, USAFE/ACFM, 6792 Ramstein AB, Germany or APO New York 09012 will pay for aviation fuel purchases, in accordance with the NATO agreement. The contract handling agent will send a representative to meet the aircraft provided USDAO Athens has received specific requirements in the diplomatic clearance request.
The preferred method for payment for services and aviation fuel is the US Government AIR Card. Provide the AIR Card to PANDAIR for all non-fuel services. Provide the AIR Card to the local aviation fuel company for fuel.
Services can also be provided by using the AF Form 15. A valid fund cite must be provided before PANDAIR will accept the AF Form 15. The US Embassy Athens verifies all AF Form 15 charges before authorizing payment. AF Form 15 cannot be used for fuel purchases.
Limited classified document storage facilities are available at USDAO Athens and must be coordinated ahead of time. With prior coordination, USDAO Athens will work with local security forces to provide security for military aircraft.

All Army travelers (Soldiers, DA civilians, and family members) must visit http://travel.state.gov or refer to DoD FCG Section VII.A, below and if a Travel Alert or Travel Warning exists for the destination country, contact unit or garrison Antiterrorism Officer to gain any necessary approvals. Current approval levels for official or unofficial (leaves and passes) travel are as follows:
(i) Individual or travel to countries under a DOS Alert or Warning: Commanders or Field Grade Staff Director (or civilian equivalent).
(ii) Group travel to countries under a DOS Alert: Commanders or Field Grade Staff Director (or civilian equivalent).
(iii) Group travel to countries under a DOS Warning: General Officer approval required.
(iv) Refer to AER 525-13 for additional information on the travel planning and approval process.

B. FORCE PROTECTION RESPONSIBILITY
Identify who has Force Protection (FP) responsibility if an incident occurs. Usually, if working in or visiting a US Embassy, choose Chief of Mission (COM), but if TDY/TAD or Combatant Command duties choose CCMD.

TDY and TAD personnel must contact the Force Protection Detachment (FPD) Greece assigned to the US Embassy or US Consulate for information on current threats and any applicable force protection measures in place. Failure to contact the FPD Greece before traveling to Greece may result in the denial of current and/or future Country Clearance.
Consult Joint Risk Assessment Management Program (JRAMP) http://jramp.smil.mil for standardized processes and reporting formats supporting Antiterrorism/Force Protection (AT/FP) risk management. JRAMP is engineered to assist Commanders and Force Protection officers in meeting AT/FP requirements and its use is currently directed in EUCOM OPORD 16-03. In addition, JRAMP provides the primary location for all in-transit AF/FP information, including local information, references, POCs, and links.
D. LEAD-TIME

If lead time requirement is not met, provide justification why the visit cannot be postponed and must occur on requested dates of travel.
