    C. Do you feel that your community or home value would IMPROVE in your neighborhood if these canines were NOT on chains, and were allowed to live inside their own homes or permitted to move around their yard freely?

    A. When a canine is left on the end of a stationary CHAIN or TETHER for extended periods of time (example: embedded collars, entanglement, strangulation)
