  • Code of Conduct

    I hereby declare that I have read, understand and will act according to the Code of Conduct of the Community Police Sub-Forum 1 of Lyttelton Police Precinct (CPSF LS1).
  • This Code of Conduct shall be binding on all of the members and related structures of the Lyttelton Sector 1 Community Police Sub Forum, herein after referred to as CPSF LS1. No person shall be permitted to hold himself/herself as a member of CPSF LS1 unless he/she complies with all the requirements, responsibilities and duties expected of a member. Any failure to comply with the Code of Conduct or if the Management Committee deem the member not to be fit or proper to act as member of the CPSF LS1 can result in suspension and/or expulsion from the CPSF LS1.

    1. Members of the CPSF LS1 and associated structures wil
      1. at all times act within the framework of the law, in particular as envisaged by:
        • the South African Police Service Act 68 of 1995 and,
        • the Firearms Control Act 60 of 2000 and,
        • the Dangerous Weapons Act 15 of 2013 and,
        • the Criminal Procedure Act 51 of 1977 and,
        • the Gatherings Act 205 of 1993 and,
        • the Constitution of the Republic of South Africa Act 108 of 1996 (in particular Section 2 – Bill of Rights , and,
      2. at all times ensure the usage, handling and displaying of their firearm(s) or any deemed dangerous weapon(s) are done in a lawful manner and,
      3. act as the eyes and ears for the South African Police Service and,
      4. not act in a manner that can be seen as vigilantism and,
      5. not act in a manner that endangers his/her own life or the lives of others and,
      6. at all times will remain accountable for his/her person actions and,
      7. abide by the rules and regulations of radio usage and,
      8. abide by the rules and regulations set out for being a patroller and,
      9. at all times remember that as a member of the CPSF LS1 they will remain accountable to the local Lyttelton Community Police Forum and abide by the rules and regulations thereof whilst acting as a member and/or representing CPSF LS1.
    2. Members of the CPSF LS1 and associated structures will act in an unbiased manner and thus shall not display, act or communicate in any way and/or form which can be seen as:
      1. racial discrimination and/or racist or,
      2. sexual discrimination or,
      3. sexual harassment or,
      4. religious discrimination or,
      5. any other form of discrimination, towards any member of CPF LS1, any member of any other CPF and/or CPSF member, the public, the community, SAPS or any other person(s) and/or organisation(s) whilst acting as a member and/or representing CPSF LS1.
    3. Members of the CPSF LS1 and associated structures may not:
      1. address and/or correspond to the media without the authority from the structures of the Executive Committee or,
      2. exploit their membership with CPSF LS1 for their personal advantage, personal gain, personal betterment and/or personal benefit or,
      3. promote the aims and objectives of any political party or,
      4. be involved in way or form of corruption but do commit to reporting activities of corruption to the Executive Committee or,
      5. accept any payment, commission or commission in connection with his/her membership or,
      6. divulge to any other person(s) and/or organisation(s), any confidential and/or privileged information that they may have acquired as a result of being a member of the CPSF LS1 or being associated with the Lyttelton Community Police Forum.

  • Patroller Affidavit / Attestation

    The undersigned hereby make an oath and state that:
    1. While I am a patroller of the Lyttelton Sector 1 Community Police Sub Forum , herein after referred to as CPSF LS1, I shall perform
      my duties as to the best of my ability and;
    2. I agree to hand over any arrested and/or detained person(s) and/or any seized property to a member of the South African Police Service on duty in my area of deployment;
    3. I agree that this is a voluntary service to fight crime in my community and I undertake not to assault or ill-treat members of the public in the execution of my duties;
    4. I agree to adhere to the set conditions for working as a Patroller;
    5. I am aware of the fact that the Identification card, reflective jacket, vehicle magnetic decals and/or any other equipment given to me by the CPSF LS1 is the property of the Department of Community Safety and the local Community Police Forum and shall be handed over to LS1 CPSF or the designated Commander or Sector Manager upon termination of service;

  • Conditions attached to volunteering as a Community Patroller

    1. Patrol Members are required to perform voluntary with no remuneration from the State, the Local Police Station, the Community Police Forum 1 of Lyttelton Police Precinct, herein after referred to as CPF LS1, or Community Police Sub-Forum 1 of Lyttelton Police Precinct,
    2. Every Individual to sign and abide by the Code of Conduct of the CPSF LS1,
    3. Patrol Members are to attend Sector Meetings arranged by the CPFS LS1,
    4. Patrol Members are prepared to have their fingerprints taken and sent for clearance and be prepared to have a Criminal Record check conducted. Membership to the CPSF LS1 Patrol Group will be dependent on the results thereof at the discretion of the Management Committee of the CPSF LS1,
    5. Patrol Members are to work closely with:
      • The Executive Committee of LS1 CPSF,
      • the Area Leaders of LS1 CPSF,
      • members of LS1 CPSF,
      • SAPS and the member structures thereof,
      • Tshwane Metro and the members and structures thereof,
      • various Security Companies operating in the area,
      • various Medical and Emergency Response Companies operating in the area,
      • and the Patrol Members are to co-operate at all times with the people they work with,
    6. Patrol Members are to go on patrol in pairs, individual patrolling will not be tolerated, in marked vehicles with the provided reflective magnetic decals and will make use of the reflective jackets,
    7. Patrol Members are to report for duty:
      • free from injuries, sickness or illness and/or,
      • in a sober condition and,
      • not have consumed any alcohol or taken any drugs,
    8. Patrol Members are to take every possible precaution:
      • to stay away from danger,
      • not to approach persons, suspects or crime scene where danger may exist,
      • not to handle or search suspicious packages I.E. Bombs, drugs,
    9. Patrol Members will call in to the Communication Officer (JOC) on duty when going on Patrol, when ending Patrol, any crime scene, compliant, arrested or detained suspect and/or person(s), and/or recovery of any stolen good(s) to the Communication Officer on duty,
    10. The Local Police Station must be contacted immediately to take over a crime scene, compliant, arrested or detained suspect and/or person(s), and/or recovery of any stolen good(s),
    11. Patrol Members are aware that the reflective jackets and magnetic decals are the property of the CPSF LS1 and they acknowledge that any damage and/or loss to the property will be at the expense of the patrol member responsible thereof.

  • Patroller Indemnity and Liability

    I hereby state and agree to the following:
    1. I have read, understood, accept and signed the Code of Conduct for the Lyttelton Sector 1 Community Police Sub Forum (LS1 CPSF).
    2. I have read, understood, accept and signed the Patroller Affidavit / Attestation,
    3. I have read, understood, accept and signed the Conditions Attached to Volunteering as a Community Patroller of the Lyttelton Sector 1 Community Police Sub Forum (LS1 CPSF).
    4. I understand that the Lyttelton Sector 1 Community Police Sub Forum (LS1 CPSF) and/or its members and structures; the Community Police Forum of Lyttelton Police Precinct and/or its members and structures will not be held liable for any damage, loss, loss of life or injury to myself or any of my personal affects.
    5. I have cleared my volunteering for Patrols with my relevant Insurance companies I.E. Medical Aid, Life Insurance, Short Term Insurance.
    6. Liabilities
      • The Lyttelton Sector 1 Community Police Sub Forum (LS1 CPSF) and Community Police Forum of Lyttelton Police Precinct is not a legal person and as such does not have powers in law to act or to be acted upon;
      • All individual members and any Community Safety structure recognised and registered with the association, Lyttelton Sector 1 Community Police Sub Forum (LS1 CPSF), act in their own capacity, as individuals and shall be liable in that regard;
      • The Community Police Forum of Lyttelton Police Precinct shall not be responsible for civil and/or criminal actions as perpetrated by a member, nor shall it be responsible for civil and/or criminal actions and omissions against its members;
      • All and any criminal and/or civil actions that are instituted against a member for the acts of that member shall be the responsibility of the member concerned;
      • The Community Police Forum of Lyttelton Police Precinct may not be held responsible for actions of a member but may request the structure to assist by obtaining some form of legal assistance and/or legal aid for the members;
      • The Community Police Forum of Lyttelton Police Precinct may negotiate a special insurance cover for its members. The premiums of the cover must be paid by the insured members.
