Dear President Sarkozy,                                                       

I n view of France's Presidency of the European Union, I urge you to lead the EU Council to publicly condemn rendition and secret detention as unlawful. I am deeply concerned that the recommendations of the European Parliament and the Council of Europe made after investigations into Europe's role in rendition and secret detention have not been implemented. I further call on you to:

- Ensure that Members States establish independent parliamentary and/or judicial inquiries into allegations of co-operation in rendition and secret detention;
- Promote clear and binding safeguards against the use of the airspace or airports of EU Member States for the purposes of unlawful detention and rendition.
