As an inter-professional group of Advanced Practice Registered Nurses, Certified Nurse Midwives, Physicians, Physician Assistants, Registered Nurses, Chiropractors, and other healthcare professionals, we are writing to convey our support for the midwifery bill filed by Sen. Buford (SB 84), and to inform you that we do not believe it is appropriate for physician special interest groups to propose amendments that add multiple prohibitions on practice.
We believe that any prohibitions on midwifery practice should not be put in statute, but instead be laid out in regulation, for the following reasons:
1. Research evidence is constantly changing. In the last two years, several large-scale studies on U.S. home birth reported new safety outcomes for various populations. It is important that the midwifery council (that will be housed in the Board of Nursing), be permitted to use current evidence to alter prohibitions in the regulations as needed.
2. The experts who will be chosen to serve on the midwifery council will include obstetricians, certified nurse midwives, certified professional midwives, and a neonatal specialist. These experts are the ones who are best suited for fine- tuning prohibitions and other important clinical practice requirements-- not legislators.
We, the undersigned, ask that our state legislators support Kentucky families’ access to Certified Professional Midwives by passing SB 84 without prohibitions, and allow the midwifery council to determine scope of practice in regulations, not statute.
