Review Procedures

Review and evaluate each application one at a time. Scores must be based on the information contained within the application itself. Use one form to review each applicant. Each section of the application is contained on different pages within the form to keep sections separate. Scores should reflect each reviewer's best judgment and may vary from member to member accordingly. Review each section according to the following scale:
0: Applicant failed to respond to the question; or simply restated the question.
1: Marginal. Applicant addressed the question but did not establish capability to execute the activities in the proposal; or has otherwise demonstrated only minimum competence.
5: Average. The applicant has an acceptable capability to execute the proposal activities and has described its approach in sufficient detail to establish expertise, proficiency, or capability. Reviewers are generally confident that the applicant has adequate experience or will produce satisfactory outcomes.
10: Excellent. Applicant exceeds requirements and expectations. Demonstrates lengthy experience and successful outcomes.
Reviewers are encouraged to supplement their scores with comments or suggestions, especially when the applicant's score is anything other than '5'. This will also assist you in participating at the Grant Review Meeting and will be helpful to applicants, should there be an appeal. Please note that in the event of an appeal, reviewers’ names will be redacted.
The applications have been grouped into the seven (7) judicial districts in Idaho. Each reviewer will score two regions. Each section of the application will be weighted by ICDVVA staff. When all of the applications have been reviewed, ICDVVA staff will compile all of the information into a spreadsheet with reviewer scores side-by-side, and the reviewer's name removed and replaced with a number. Applications will be sorted by rank of application scores in each region, highest to lowest average overall score.
Following the reviewer discussions for each region at the Grant Review Meeting, the group will assign a final rank order. The reviewer evaluations, rankings and comments will then be evaluated with other regional factors such as the number and quality of applications submitted, the VOCA and FVPSA underserved population requirements, the applicant's previous experience in managing IDCVVA grants (if applicable), and distribution of funds throughout the state.
Applicants will be notified of the award decisions via Notice of Award and will be afforded a reasonable opportunity to appeal to the ICDVVA. The ICDVVA also reserves the right to negotiate the final scope, amount, and terms of individual subgrant awards.
At this stage of the process, please regard the applications as confidential. Bring all evaluation materials to the Grant Review Meeting.
