If you are a non-profit 501(c)3 rescue, (otherwise skip this question), please understand that our mission is to reunite lost animals with their families. We only look for owners if the lost animal can be returned to the owner. (Obviously we do not want an abused animal returned, but a legal determination of abuse is up to the authorities.)
