Vendor Performance Management (VPM) Regime

The New VPM Regime is being developed for evaluating the performance of vendors (including goods, services, services related to goods, and construction) in federal contracting.
1. We want VPM to function as an incentive program that helps us identify and recognize strong performers and form repeat business relationships with them. Do you think the proposed framework will help us do this, how can we improve it and what problems may arise?
2. VPM is intended to allow good, responsive suppliers to differentiate themselves – does the proposed approach allow this?
3. Do your other customers use similar frameworks? What works and what doesn’t? Do you feel that these frameworks help you serve your customer better? Do they improve your relationships with your customers?
4. If your performance can not be rated as acceptable or better, how and when do you want to hear about it? If you have had these kinds of discussions with customers before, what are some best practices for ensuring that the issues get resolved to everyone’s satisfaction?
5. To ensure fair resolution of appeals while resolving contract issues as early as possible, do you have any suggestions that you see could facilitate this? Would you recommend that an independent body play a role in an appeals process? And if so, which one?
