Purpose
As part of its efforts to support physicians in training at Hahnemann University Hospital who were displaced as a result of the hospital’s closure, the Philadelphia County Medical Society Educational and Scientific Trust (PCMSEST) will establish and administer the Hahnemann University Displaced Resident Fund to reimburse qualifying resident physicians funds for moving expenses associated with transferring to a new training program/institution.
The organized medicine response to assist residents displaced by the Hahnemann closure was spearheaded by the AMA and the AMA Foundation in partnership with the Philadelphia County Medical Society and the Pennsylvania Medical Society. Procedure
As part of its efforts to support physicians in training at Hahnemann University Hospital who were displaced as a result of the hospital’s closure, the Philadelphia County Medical Society Educational and Scientific Trust (PCMSEST) will reimburse qualifying resident physicians with funds for moving expenses associated with transferring to a new training program/institution. Reimbursements will be limited to reasonable moving expenses, defined as those expenses directly related to the moving of household items and personal effects from the former residence to the new residence and related personal travel costs.
All reimbursements for moving and relocation costs made to individuals are considered to be taxable wages, and are subject to applicable federal and state taxes. Any individual provided with reimbursement of moving expenses should be aware that this is considered to be taxable wages and should be reported on the individuals’ tax return. A completed W-9 is required before any disbursement of funds. PCMSEST will mail Internal Revenue Service (IRS) Form 1099 to any recipient of the PCMSEST Hahnemann University Hospital Displaced Resident Fund at the end of the calendar year for which the reimbursement was disbursed. The information on Form 1099 is used to prepare and file tax returns.
Policy
PCMSEST will reimburse moving costs for reasonable expenses incurred by any displaced Hahnemann resident who is not eligible for other funding. (The Educational Commission for Foreign Medical Graduates has a fund for residents with a J-1 visa)
Qualifying expenses include:
- Transportation charges for one continuous move of household items and personal effects from the resident physician’s primary residence in Philadelphia to a new training location.
- Cost of personal travel for the displaced resident and any dependents when the costs are necessitated by the resident physician’s change in primary residence in the Philadelphia area to a new training location.
- Costs associated with the early lease termination of primary residence in Philadelphia.
- Storage expenses for furniture and household items.
Costs that are not covered
- Costs to move a boat, automobiles, animals
- Costs of pre-move house hunting trips and temporary housing
- Costs of cleaning a new or former residence
- Payments to non-professional movers (e.g., friends or family members) who assist you with a move
