  • *NOTE: The person listed on this form as the "Project Contact" will be the primary contact for the DRC meeting, and will be responsible for disseminating all relevant information to the other parties involved in the project.

  • Project Details

    Please fill out the form, and information will be provided to you based upon your answers. Links of important information relevant to your project are embedded directly from the Town's Planning Services webpage.

  • If you are unsure whether your project site contains any flood plain, go to the Flower Mound Map Viewer and turn on the FEMA (2011) layer, as this requirement could greatly increase the review time for your project.

    * There are multiple types of Flood Plain Studies and the time to complete them can vary from 2-4 months. If a flood study needs to be completed, this process can begin before the initial application for a project is submitted.

  • If you are going to stay out of the FEMA and Fully Developed flood plain, this type of flood study inculdes the following:

    • Review is limited to the fully developed study
    • FEMA does not review
    • Average review time 2-3 months

  • If you are going to stay out of the FEMA flood plain, but work in the Fully Developed flood plain, this type of flood study includes the following:

    • Review of the fully developed limits and the modifications that are proposed.
    • FEMA does not review
    • Council Exception Required for work in the fully developed flood plain
    • Average review time 2-3 months

     

  • If you are going to work in the FEMA flood plain, this flood study requires three reports:

    1. Town Fully Developed
      • Review the fully developed limits and the modifications that are proposed.
      • Consultant reviews the fully developed and CLOMR submittals to ensure compliance with Town regulations.
      • Average review time 2-3 months
    2. CLOMR (reviewed by FEMA)
      • Consultant will review the CLOMR submittal before sending to FEMA.
      • DEV permit can be issued once the CLOMR is submitted to FEMA, but work in the FEMA and fully developed flood plain are prohibited until FEMA review comments are negligible.
      • Average review time 4 months
    3. LOMR (reviewed by FEMA)
      • Consultant will review the LOMR submittal before sending to FEMA.
      • Building permits in the FEMA flood plain are not issued until FEMA issues a determination document.
      • Average review time 4 months

    *NOTE: A Council Exception is required for work in the Town Fully Developed flood plain and FEMA flood plain.

  • For Master Plan Amendments:

    You must complete the following SMARTGrowth studies:

    1. Water and Wastewater Studies
      • These studies are completed to determine if the capacity of the current infrastructure will be exceeded based on the proposed development.
      • These studies begin after staff issues the 1st round of DRC comments. 
      • The Town's consultant will begin the studies after the applicant has paid the study fees.
      • Average time to complete is 4-5 weeks
    2. Transportation Analysis (TA)
      • No major access changes. If traffic exceeds the minimum established threshold, a Traffic Impact Analysis (TIA) must be completed. TA and TIA is completed by the Town's consultant.
      • Average time to complete is 2 weeks
    3. Traffic Impact Analysis (TIA) 
      • Major access changes 
      • Average time to complete is 8-10 weeks
    4. Environmental Protection Plan (EPP) 
      • An Environmental Site Analysis (ESA) is completed by Town Staff, usually within 15 business days of submitting the application.
      • If environmentally sensitive areas are found on the site, projects will require an Environmental Protection Plan (EPP) completed by the applicant's third party consultant. 
      • Average time to complete is dependent upon the applicant's third party consultant.

    *It takes approximately 6 months to complete.

    Checklist for Master Plan Amendments (MPA).

    For Rezonings:

    1. You will have to complete all of the studies mentioned above. If your project also includes a MPA, these items are already being addressed.

  • For Rezonings:

    The Water and Wastewater SMART Growth models must be updated by the Town's conultant. The Town's consultant will begin the model updates after the applicant has paid the study fees. The average time is 1 - 2 weeks.


    You must complete the following SMART Growth Studies:

    1. Transportation Analysis (TA)
      • No major access changes. If traffic exceeds the minimum established threshold, a Traffic Impact Analysis (TIA) must be completed. TA and TIA is completed by the Town's consultant.
      • Average time to complete is 2 weeks
    2. Traffic Impact Analysis (TIA)
      • Major access changes
      • Average time to complete is 8-10 weeks
    3. Environmental Protection Plan (EPP)
      • An Environmental Site Analysis (ESA) is completed by Town Staff, usually within 15 business days of submitting the application.
      • If environmentally sensitive areas are found on the site, projects will require an Environmental Protection Plan (EPP) completed by the applicant's third party consultant.
      • Average time to complete is dependent upon the applicant's third party consultant.

    *It takes approximately 6 months to complete a rezoning, SUP, or PD/ZPD.

  • If you are unsure of whether or not your project needs an MPA or Z, go to the Flower Mound Map Viewer and turn on the Zoning layer, or go to the Town's Master Plan.

  • * For properties located in the Cross Timbers Protection Area (Zoning Overlay), you are to try and preserve/save groves of old trees. To determine if you are located in this overlay, go to the Flower Mound Map Viewer and turn on the zoning layer.

  • If you are unsure whether your project is located in the Cross Timbers Conservation District (Land Use), please go to the Flower Mound Map Viewer and turn on the Land Use layer. Addtional requirements might need to be met if you are located in the Cross Timbers Conservation District. 

    1. If the property is located in the Cross Timbers Conservation District, a conservation development or cluster development could be applied for through a Planned Development (ZPD) .
    2. The applicant must also go before the Environmental Conservation Commission (ECC) to receive a recommendation for Town Council on the submitted Conceptual Plan and the Open Space Plan.
    3. You will need to prepare all documentation for the Environmental Conservation Commission Meeting in time for staff to review and sign off on it 3 weeks prior to the next scheduled meeting.
    4. ECC meets the first Tuesday of the month.

  • If you are unsure, the planning services divison will be able to address this at a pre-application DRC meeting or via email/phone conversation.

  • For Single Family Projects:

    1. You will have to go before the Parks Board to receive a recommendation on how park development fees and park land dedication should be addressed.
    2. You will need to prepare all documentation for the Parks Board Meeting in time for staff to review and sign off on it 2 weeks prior to the next scheduled meeting.
    3. The Parks Board meets the first Thursday of the month.

  • For Multi-Family Projects:

    1. You will have to go before the Parks Board to receive a recommendation on how park development fees and Park Land Dedication should be addressed.
    2. You will need to prepare all documentation for the Parks Board Meeting in time for staff to review and sign off on it 2 weeks prior to the next scheduled meeting.
    3. The Parks Board meets on the first Thursday of the month.
    4. You will need to have a site plan approved or recommended for approval by the Planning and Zoning Commission prior to starting development activity.
    5. If an exception or waiver is requested (determined at the time of pre-application DRC or site plan application review) the project will have to go to Town Council for approval.
    6. The Planning and Zoning Commission meets on the second and fourth Monday of the month.

    *It takes approximately 6 months to complete.

  • For Non-Residential Developments: 

    1. You will need to have a site plan approved or recommended for approval by the Planning and Zoning Commission prior to starting development activity.
    2. The Planning and Zoning Commission meets on the second and fourth Monday of the month.
    3. If an exception or waiver is requested (determined at the time of pre-application DRC or site plan application review) the project will have to go to Town Council for approval.
    4. Town Council meets on the first and third Monday of the month.

    *It takes approximately 6 months to complete.

  • Minor Changes:

    Amended Site Plans:

    1. Amended Site Plans (ASPs) are minor changes or adjustments to site plans previously approved for a site. 

    *It takes approximately 2 months to complete and is done adminsitratively.

  • Other projects:

    1. Planned Developments (ZPD) follow the same procedures as MPA's or Rezoning requests.
    2. Mixed-use developments are large scale projecs with multiple transitional areas. It is recommended that you meet with staff if you are considering a mixed-use development project.

    * ZPD's can take approximately 6 months.

  • Single family Residential Project less than 4 lots:

    1. Approval of an Amended Plat (AP) or Minor Record Plat (MRP)

    * It takes approximately 2 months to complete and is done administratively.

  • Single family Residential Project of more than 4 lots:

    * It takes approximately 7 months to complete a development plan, and 6 months to complete a record plat.

  • Multi-family or Non-residential projects:

    1. Complete plat application in conjunction with a site plan (SP) application.
    2. The type of plat application is dependent upon the property.

  • Minor Changes:

    1. Amended Plats (AP) are minor changes or adjustments to plats previously approved for a property.

    1. Whenever specimen trees are proposed to be removed, the applicant must first go before the Environmental Conservation Commission (ECC) to receive a recommendation for Town Council on their Tree Removal Permit.
    2. You will need to prepare all documentation for the Environmental Conservation Commission Meeting in time for staff to review and sign off on it 3 weeks prior to the next scheduled meeting.
    3. ECC meets the first Tuesday of the month.

  • This form is not a project application.

  • Project Application Types

    Please note that the meeting dates are not scheduled until the Town's Planning Services Division determines that all requirements of the Development Review Committee (DRC) have been met. 

  • Pre-Application meeting with the Development Review Committee

    The Development Review Committee (DRC) highly encourages a pre-application meeting to discuss the details of your site and project. This meeting allows all departments involved in a project to examine the proposal and provide insight into what will be needed and/or what challenges, if any, might be present that the applicant should be aware of before preparing a formal application.
