Please note that as our staff continues to work in and with the community, it is possible that some disciplines may not have staff available for these meetings. We will endeavor to have specific questions answered from these staff members and included in the meeting notes.***

    What am I allowed to rebuild after the Flood?

    If the cost to repair or rebuild the structure meets or exceeds 50% of the building’s pre-storm value (meeting the definition of a “substantially damaged building”), the building must be reconstructed to meet all of the requirements of the North Carolina Family of State Building Codes including those for construction within a flood hazard area per Section 1612 of the State Building Code

    The Early Assistance program provides a non-mandatory flexible review session for prospective business owners, developers and designers to receive expert technical advice from staff during the preliminary phase of a project.

    The cost of this service is $120 plus a 4% technology fee. You will receive an invoice by email after submitting this request. This fee should be paid within 48 hours of receiving your invoice. 

    Disciplines available upon request include:

    • Building Safety
    • Planning and Zoning
    • Grading, Stormwater and Flood
    • Fire Safety
    • Addressing or Street Names
    • Driveway, Sidewalks and Parking
    • Water Availability

    To submit for this meeting, you will need to provide the following information:

    • Project Address and Parcel Number (PIN)
    • Project Description
    • Brief description of key questions/issues for each requested discipline

    A preliminary site plan is not required but is highly encouraged.

     If you need to instead schedule a mandatory Technical Review Committee (TRC) Pre-Application meeting, please use this form instead.
