  • 2026 Bloomington Downtown Outreach Grant REQUEST FOR FUNDING

    Fiscal Year January 1, 2026 to December 31, 2026
  • The City of Bloomington 2026 Downtown Outreach (DTO) grants are enabled by Opioid Restricted Settlement Funding. Between 2012 and 2016, 58 counties in Indiana reported opioid prescription rates exceeding 100 prescriptions per 100 residents.  In response to this ongoing crisis, the State of Indiana has partnered with local governments to allocate funds aimed at combating the opioid epidemic.  In an effort to address the crisis, Bloomington will direct these funds toward supporting individuals and organizations that assist those directly affected by opioid addiction, as well as those in treatment and recovery within the City.

    Opioid Restricted Settlement Funding can only be given to proposals directly related to addressing the opioid epidemic. Please see eligibility requirements below.

  • ELIGIBILITY

    In order to qualify for funding, the organization must fall into one of the following two categories:

    1. The organization must be a nonprofit entity registered as a 501(c)3 or 501(c)19 working to combat substance use disorder in at least one of the following ways:

    • Prevention programs
    • Expanding syringe service programs
    • Treatment of Opioid Use Disorder
    • Treatment of incarcerated population
    • Expansion of warm hand-off and recovery services
    • Medication assisted treatment distribution and other opioid related treatment

    2. Be an individual who meets the criteria to be a certified addiction peer recovery coach I or II and is seeking funding for both training and testing.
