Tier 1 — Active Advocate: I'm comfortable engaging directly with Congress. I'll take part in Hill meetings and calls, sign on to coalition letters, and speak on behalf of my state program when asked.
Tier 2 — Data & Input Contributor: I'd rather work behind the scenes. I'm willing to share state project examples and data, and provide input or feedback on policy positions and messaging, but I'm not looking to meet with congressional offices directly.
Tier 3 — Updates Only: I'd like to stay informed. Please keep me on the regular policy update and SRF managers' information flow, but don't route direct advocacy asks to me at this time.
