Committee Applications

Considerable effort, devotion and hard work will be expected of each Committee member. Committee membership carries an obligation to participate actively in all work of the Committee including the contribution and generation of information, prompt reply to draft reports and ballots, attendance and participation at Committee meetings and prompt completion of assigned tasks.

In consideration of the intangible value of participating in a Committee of the International Code Council (ICC), the receipt and sufficiency of which is hereby acknowledged, the undersigned hereby agrees as follows:

A. The undersigned hereby agrees:

1. To abide by the applicable rules and policies of ICC;
2. To notify ICC of a change in any information provided in this application agreement, including a change in the organization represented, source of funding, or employment;
3. All of the undersigned’s written and oral contributions to ICC in connection with work performed as a member of an ICC Committee at any time (“Contributions”) are considered to be works made for hire for ICC;*
4. To the extent that any Contributions, in whole or in part, are not deemed works made for hire of ICC or the undersigned otherwise retains any rights (including copyright) to such Contributions, the undersigned hereby irrevocably grants, transfers, and assigns to ICC all such worldwide right, title, and interest in and to the Contributions, from the moment of creation, including the right to sue and recover damages and other relief for past, present, and future infringements;
5. The undersigned has no rights in any ICC publications that use the Contributions; and
6. The undersigned is an independent contractor to ICC and this agreement will not be construed to create any employee or agency relationship between the undersigned and ICC for any purpose. The undersigned does not primarily work for the Committee or at the Committee’s location and is able to work with other entities.

*Item A.3 is not applicable to Committee members based in California.

B. The undersigned represents and warrants:

1. The Contributions are not protected by the copyright of any other person or entity;
2. The undersigned has full power and authority to enter into and perform all obligations under this agreement and to grant the rights granted herein (including having obtained any consents necessary);
3. The Contributions do not infringe upon any third-party intellectual property or contractual rights; and
4. The information provided in this application for Committee membership is true and accurate.

This Agreement and all matters arising out of or relating to this Agreement shall be governed by and construed in accordance with federal intellectual property law and the internal laws of the District of Columbia, without giving effect to any conflict of law provisions thereof, to the extent allowed by applicable law.

Statement of Participation Assurance and Acceptance of Appointment.

Many accreditation bodies require formal acceptance of committee appointments.  By checking confirmation below, you confirm both your acceptance of appointment to a committee if appointed, your commitment to the principles and standards of conduct outlined here.  

NOTE:  You may resign from the committee at any time by notifying codeapps@iccsafe.org and copying your committee secretariat.

1. Adherence to Procedures and Policies
   I will comply with all applicable committee procedures, policies, and governance requirements, including those established by the sponsoring organization and the applicable consensus procedures.
2. Consensus-Based Standards Development
   I will participate in good faith in a consensus-based process that is open, balanced, and promotes due process.  I will respect the rights of all participants to express their views and will work constructively to achieve technically sound and broadly supported outcomes.
3. Representation and Responsibility
   I understand my role as a representative of [Interest Category/Organization, if applicable] and will accurately and consistently represent those interests while exercising independent professional judgment in the public interest and in support of the integrity of the standards development process.
4. Impartiality and Conduct
   I agree to conduct myself in a professional, ethical, and impartial manner, avoiding any actions that could undermine trust in the fairness or credibility of the process.  I will contribute objectively and refrain from exerting undue influence.
5. Conflict of Interest
   I will disclose any actual, potential, or perceived conflicts of interest in accordance with applicable policies and will comply with any required mitigation measures.
6. Confidentiality and Intellectual Property
   I will respect confidentiality requirements and intellectual property policies applicable to committee materials, discussions, and documents, and will not disclose or use such information inappropriately.
7. Commitment to Participation
   I will make a reasonable and sustained effort to participate in meetings, reviews, and ballots, and to contribute to the timely advancement of the committee’s work.
8. Appeals and Due Process
   I acknowledge the availability of appeals procedures and will follow established processes for raising concerns or objections.
9. Compliance with Laws and Regulations
   I will conduct my participation in accordance with all applicable laws and regulations, including those related to competition and trade practices.

Acknowledgement of use of information technology tools as part of the committee work effort.

I acknowledge that participation in ICC committee activities requires the use of technology platforms and electronic collaboration tools designated by ICC. These tools may include, but are not limited to, Microsoft Teams, Microsoft SharePoint, Microsoft Word, Microsoft Excel, Microsoft PowerPoint, PDF documents, web-based applications, file-sharing platforms, and other technologies used to support meetings, collaboration, communication, voting, training, and the distribution of committee information and materials.

I understand that reliable participation in ICC committee activities requires access to appropriate computer hardware, software, internet browsers, and stable internet service capable of supporting virtual meetings, document access, and online collaboration. While virtual meetings typically include a telephone dial-in option, I understand that dial-in capabilities may not be available for every meeting and may not provide access to all meeting content, presentations, documents, screen sharing, voting functions, or collaborative activities.

I acknowledge that ICC cannot guarantee compatibility with all devices, operating systems, network environments, security configurations, organizational IT policies, accessibility settings, or other participant-specific technology environments.

I further acknowledge that I am responsible for obtaining and maintaining the technology, internet connectivity, and system access necessary to participate in committee activities. I understand that any technical, security, network, firewall, software, hardware, or access-related issues that affect my ability to participate are my responsibility to address, including working with my employer's information technology department, internet service provider, or other appropriate technical support resources.

By submitting this application, I acknowledge that the use of ICC-designated technology platforms and access to reliable internet service are requirements for participation in the applicable ICC committee(s), meetings, and related activities. I understand that ICC is not responsible for resolving participant-specific technology issues arising from individual devices, local networks, employer systems, security restrictions, internet service limitations, or other factors outside ICC's control.
