Instructor Application

In order to be eligible to take the Washington State flagger instructor certification course, you must provide the following documentation as required by the Washington State Traffic Control Oversight Committee (TCOC):

• Driver license or government-issued photo ID
• Current Washington Traffic Control Supervisor (TCS) or Traffic Control Technician (TCT) certification
• Current Washington State Flagger certification
• A letter from a current or former supervisor/employer documenting your teaching and/or training experience

The required documents may be uploaded using the fields below. If you do not currently have all the required documentation, you can submit it by emailing records@esc.org. 

In order to be eligible to take the Idaho flagger instructor certification course, you must submit:

• Current Flagger certification from Idaho, Oregon, Montana, or Washington State
• Driver license or government-issued photo ID

AND one or more of the following: 

• A current Idaho Traffic Control Supervisor (TCS) certification
• Letter verifying prior flagging instruction experiences, including teaching at least 4 flagging classes in the last 12 months (e.g., current WA or OR flagger instructor); OR 
• Letter(s) from current or previous employer verifying 1000 hours of flagging experience

In order to be eligible to take the MUTCD flagger instructor certification course, you must provide the following documentation:

• Driver license or government-issued photo ID
• Current MUTCD-compliant Flagger certification
• Current Traffic Control Supervisor (TCS) or Traffic Control Technician (TCT) certification
• A letter from a current or former supervisor/employer documenting your teaching and/or training experience

Reference Letters

Per Washington State Pilot Escort Oversight Committee (PEOC) requirements, all instructor candidates must submit a minimum of 2 letters of recommendation highlighting transportation industry and teaching experience.

Letter requirements
Letter #1 -- must verify that you have a minimum of 3 years of documented teaching or training experience

Letter #2 -- must include your working knowledge of Pilot Escort Vehicle operations, the transportation industry, and pertinent regulations. 

Who may submit a letter of recommendation?
Letters of recommendation may be submitted by anyone who can verify your knowledge and experience, such as a current or former employer or contractor.  Letters may not be written by an employee, direct report, or family member.   

Letter format
To be considered, letters of recommendation must meet the following standards:

• Letters must be typed on company letterhead. (If letterhead is not available, a company business card will be acceptable).
• Each letter must include the contact information of the author.

Required Prerequisite Documentation

Please provide the following documentation as required by the PEOC:

• Current Washington State PEVO certification
• Valid driver license
