Participation:
We define a "Farm Stand" as a location at which a farmer sells produce directly to consumers (The farm stand does not need to be on the farm where produce is grown).
A Farm Stand is farmer owned and operated.
Resale and consignment sales are allowed. We understand if you do not grow, raise and/or produce 100% of what is sold at your farm stand.
Farm Stands participating in Double Up Food Bucks Oregon offer a 50% discount on eligible items to customers paying with SNAP benefits at the time of sale. (Farmers Market Fund covers the discount given.)
We prioritize produce growers, as these items are Double Up-eligible.
Double Up Eligibility:
Per funding via our GusNIP federal grant:
- THE DOUBLE UP DISCOUNT IS GOOD FOR LOCALLY* GROWN: fresh, dried, or frozen whole or cut fruits and vegetables without added sugars, fats, oils, or salt. Includes mushrooms, fresh herbs, dried beans, as well as plants and seeds that grow food.
- THE DOUBLE UP DISCOUNT IS NOT GOOD FOR: nuts, grains, meat, eggs, cheese, baked goods, prepared foods, fermented foods, salsa, pickles, jams, jellies, honey, cider, juice, tea, or other foods that do not fit into the above guidelines—including nonlocal produce and nonfood items.
* Locally Grown: We define "local" as Oregon-grown, or grown in a neighboring county if the farm stand is in a county that borders Washington, Idaho, Nevada or California.

Tracking & Reporting:
We aim to be transparent about the requirements of the program and how much staff time it will take your business to administer.
We estimate approx 0.5-3 hrs. a month of essential administrative requirements are needed to operate the program. Actual number of hours are dependent on your program scale and point-of-sale sophistication (i.e. number of SNAP and/or EBT Cash transactions and the automation of the Double Up discount). As this program is still new, we are learning together the time commitment needed and streamlining processes for effeciency while meeting Farmers Market Fund's state and federal grant reporting requirements.
As a Double Up Oregon partner, Farmers Market Fund expects that your farm stand will maintain daily records and report monthly in the format agreed upon, including:
- Customer transaction logs for every day of operation recording the amount of SNAP and Double Up discount for each transaction;
- Monthly reports from the EBT payment processor;
- Total number of SNAP/EBT customer transactions per month per.
Initial onboarding and training time will be needed to co-develop systems for reporting, as well as a mid-season check in and end of season reconciliation.
Farmers Market Fund provides:
- Funds to support the Double Up incentive at your farm stand for the program season
- Program materials for promotion and implementation at your farm stand (e.g. regional Double Up flyers, explainer postcards and signage)
- Templates and tools for record-keeping and required reporting to FMF
- Technical assistance and outreach support throughout the season
- Opportunity to apply for Growth Grant funding to support the implementation of Double Up Food Bucks at your farm stand
Participating farm stands agree to:
- Ensure the farm stand has adequate capacity to operate the program and to cover any associated administrative costs (Double Up farm stands will have the opportunity to apply for non-competitive Growth Grant funding, which can be used to help cover administrative costs.)
- Attend a program orientation phone call or in-person meeting with FMF staff
- Offer a 50% discount on Double Up-eligible items to customers paying with SNAP benefits at the time of sale during the program season
- Provide FMF with verification of SNAP sales at the farm stand during the program season
- Complete Double Up reporting requirements (including monthly sales reports)
- Demonstrate a commitment to equity and inclusion in program operations
