If you are not able to adopt a pet today, it does not mean that you are not considered a good pet owner or that your home is not acceptable. I understand that if an animal has not been altered (spayed/neutered) by the time that they are able to go home, this transitional period called a "foster to adopt." As a "foster to adopt" adopter, you must follow all foster responsibilites until the animal has been spayed/neutered. The day the animal has been spayed/neutered is considered the official adoption day. The adoption is finalized with the signing of the adoption agreement. Until the adoption agreement has been signed, the adoption is not official.
I understand that spaying/neutering is not optional and until the animal has been spayed/neutered and the adoption agreement has been signed, they are owned by HFF.
