PARKING TICKET
APPEAL PROCEDURE INFORMATION
It is the policy of Humber College that your appeal cannot be heard by the independent Parking Appeals Committee until you have attached the parking ticket proof of payment with your submission form. The Committee has no means to cancel a City of Toronto Municipal Parking Violation. If the Committee finds in your favour, after cross referencing your parking appeal information with the photographs of your vehicle taken by the enforcement officer, you will be reimbursed by direct deposit.
Parking Infraction Notices are issued by contracted Parking Staff, who receive certification as Municipal Law Enforcement Officers by Toronto Police Services.
Humber College is designated as private property, meaning that individuals are granted consent to park in designated areas only. Improperly parked vehicles will be ticketed and/or towed at the owner’s expense and liability.
Provincial Legislation allows defendants to choose one of three options to dispose of a ticket:
1. Pay the voluntary/set fine payment within 7 days of issue. (when applicable)
2. Pay the set fine within 15 days of issue.
3. Plead "not guilty" and request a trial.
If an individual chooses to do nothing, they will receive an automatic conviction and possible denial of vehicle permit renewal.
If an individual feels that the ticket was unjustly issued, the College provides an appeal procedure. Appeals will be reviewed by the Parking Appeals Committee. A lost ticket, forgetfulness, parking (even momentarily) where prohibited, failure to display a permit, and/or not seeing a sign are all unacceptable grounds for appeal.
The appeal form must be completed in an accurate, brief, and specific manner. Tickets must be paid prior to an appeal being considered.
Appeals are heard and discussed at the regularly scheduled Appeals Committee meetings. Appeals are heard on the 3rd Thursday of each month at 11:00 a.m., September through May. The committee does not have meetings during the summer months. All appellants are given an opportunity to present their case in person if they choose to do so. All appeals are final once a decision is reached.
The Committee will advise the appellant, in writing, as to the outcome of their decision.
