We, the undersigned residents, property owners, and constituents of Jefferson County, Indiana, respectfully request that the Jefferson County Commissioners take action to protect our community by placing a moratorium on new data-center development while the County establishes clear, data-center-specific regulations.

A moratorium is needed to protect our community by allowing the County to properly define and regulate data centers and address emerging technologies, energy sources, infrastructure demands, and other impacts associated with these developments before additional projects are considered or approved. These regulations should address issues including, but not limited to:

• land-use classification;
• setbacks and buffering;
• noise;
• water use and water sources;
•  energy demand and infrastructure;
• backup generators and fuel storage;
• heat and air emissions;
• stormwater and drainage;
• fire safety;
•  environmental impacts;
• emergency response; and
• impacts on surrounding property owners and the community.

We believe Jefferson County should have clear, transparent, and enforceable standards specifically addressing data centers before additional projects are approved or permitted.
