    Pathways to Economic Advancement & Community Empowerment, commonly referred to as Project PEACE, is a Global City Norwich initiative that strengthens public safety, supports families, and expands opportunities for youth and adults in Norwich. The program is open to all Norwich residents, with a primary focus on individuals who are economically and socially disadvantaged.

    Funds are awarded through a competitive process for programs that must be completed by June 30, 2027.

    RFP Process

    Responses will be accepted on a rolling basis until all funds are fully distributed. If necessary, additional deadlines may be established to ensure that all available funds are awarded. At this time, one RFP close date has been established.

    Funding Priorities:

    Programs must meaningfully address one of the following areas;

    1. Increasing and/or Improving Public Safety,
    2. Strengthening Family Support Systems, or
    3. Expanding Opportunities for Youth and/or Adults

    Programs may address these priorities through:

    1. Skill or Educational Development & Empowerment
    2. Community Engagement & Recreation
    3. Economic Opportunity & Workforce Skills
    4. Health, Wellness & Community Safety
    5. Arts, Heritage and Cultural Enrichment

    Funding Limits:

    Funding requests between $5,000 and $30,000 per Respondent will be considered.

    Program Period:

    Programs may begin as early as September 2026 and must conclude by June 30, 2027.

    All funds awarded through this RFP must be fully expended by June 30, 2027.

    Proposals Due: August 31, 2026 5:00pm EST
    Deadline for Questions: July 21, 2026, 12:00 PM

    All questions must be submitted to peace@globalcitynorwich.com by this deadline in order to be addressed at the Informational Session.

    Informational Session: July 23, 2026 at 2:00 PM

    We will conduct an Informational Session on Zoom. Registration is required.

    Proposal Details and Requirements

    An acceptable submission must include:

    One (1) electronic proposal submitted through this form
    One (1) electronic budget compatible with Microsoft Excel or Google Sheets, the only acceptable budget form is the one provided in the RFP and on this form.

    Any additional attachments that cannot be submitted through this form may be emailed to peace@globalcitynorwich.com. Please include “PEACE Impact Fund Proposal Attachments” in the subject line.

    Budget Requirements:

    Please use the budget found at this link to submit your proposal. You can go to File --> Save a Copy and you'll have your own version that you can edit.

    Your budget narrative should provide a detailed explanation of how the budget aligns with the program. It should include specific dates, amounts, rates, quantities, etc.  

    Multiple Proposals

    A Respondent may submit one proposal only. If a proposed program includes multiple activities or components, those activities must be clearly identified and described within the program narrative and the proposed budget.

    Declaration of Confidential Information

    All materials associated with this procurement are subject to the Freedom of Information Act (FOIA), the Privacy Act, and all applicable rules and regulations. If a respondent believes that certain required information is confidential, such information must be clearly labeled CONFIDENTIAL.

    Style Requirements for Submitted Documents:

    All documents uploaded to the form must follow the following formats for printing:

    • Accepted document types: PDF, Excel, Google Sheets
    • Paper Size: 8.5” x 11”, portrait orientation 
    • Font Size: Minimum 11-point 
    • Margins: One inch (1”) on all sides, all rows for financial documents must be on one page so that the information doesn’t spill into the next page and is easily printed.
    • Line Spacing: Single-spaced 
    • Page Limit: 10 pages, including all attachments 
    • Pagination: Respondent and Program name in header on all pages; page numbers in footer

    Respondent Eligibility Requirements

    Eligible respondents must be one of the following:

    • 501(c)(3) charitable organizations
    • 501(c)(4) organizations
    • Churches or religious organizations
    • Public schools
    • Municipal or governmental agencies
    • Other IRS-recognized nonprofit organizations
    • Organizations partnering with a nonprofit fiscal agent

    Funds may not be awarded to individuals, unincorporated groups, or for-profit entities.

    To be considered for contract negotiation, respondents must demonstrate:

    • A minimum of two (2) years of experience providing community engagement, prevention, or intervention services to at-risk youth and/or adults, and
    • Established partnerships or collaborations within the relevant catchment areas

    Reporting Requirements

    All awardees must submit timely Narrative and Financial Reports.

    If awarded funds cannot be fully expended by June 30, 2027, the awardee must notify Global City Norwich on or before May 14, 2027. 

    • First Report Due: January 22, 2027
    • Unspent Funds Return Date (if applicable): May 14, 2027
    • May 14th is the last day that you are able to request a budget reallocation and you must notify the PEACE team by this date if you are not able to spend your awarded funds in the manner described in your submitted budget.
    • Program End Date: June 30, 2027 
    • Final Report Due: July 6, 2027

    All reports must be submitted within 24 hours of the stated due date.
