General Information
You are applying to the 2026 Legislative Energy Horizon Institute, North America's premier program for educating energy policymakers! Since 2009, LEHI has graduated over 475 legislators, governors advisors, and policymakers.
LEHI is a two-session, intensive 60-hr certificate program. Both sessions are required to graduate from the program. This year's dates are:
- July 10-14, 2026, at Pacific Northwest National Laboratory in Richland, WA
- November 18-21, 2026 in Washington, D.C.
Before applying, please read the Application and Selection Process Details at www.pnwer.org/2026-apply-to-the-institute. Out of fairness to all applicants, please ensure that you are willing to commit to the two LEHI program dates.
Due to the strong applicant pool, applying to LEHI is no guarantee of selection. We encourage applicants to get a nomination from their leadership and/or LEHI alumni to strengthen their application.
Selection Process and Next Steps
Applications Open: February 1
Applications Due: April 17
Applications are accepted on a rolling basis. Please apply early.
You will be notified of your acceptance into the LEHI Cohort by May 15 or sooner.
Upon acceptance into the LEHI Cohort, you will be asked to complete an Enrollment Form and sign a Commitment Letter to officially enroll and confirm your participation in the 2026 cohort. Following this, you will be provided with instructions on booking your accommodations and travel.
Eligibility Requirements
- Elected state or provincial legislators from the U.S. or Canada
- Legislators currently serving on energy, natural resources, or environment committees
- Legislators interested in making energy a part of their legislative career
- Governors, governor's advisors, or relevant Office of the Governor applicants
Selection Criteria
Selection of applicants is based upon a combination of the following criteria:
- Energy-related legislative committee assignments and/or commitment to energy policy
- Endorsement from caucus leadership and/or LEHI alumni
- A balance of bi-partisan, diverse, and geographically diverse participants
- Selection of applicants will be at the discretion of LEHI partner organizations
- All applications will be considered
