    This form aims to collect the data necessary for the Environmental Evaluation of Portuguese activities in Antarctica.

    Any activity or action planned to be undertaken in the Antarctic Treaty area is subject to an Environmental Impact Assessment (EIA) to evaluate its potential effects on the Antarctic environment and dependent and associated ecosystems and the intrinsic value. The article 8 of the Antarctic Treaty's Protocol on Environmental Protection requires the Parties to conduct EIA for their Antarctic activities, and provides for three levels of assessment according to the potential impacts of each activity : (1) Preliminary Assessment - for activities with less than a minor or transitory impact; (2) Initial Environmental Evaluation (IEE) - for activities that may have a minor or transitory impact; and (3) Comprehensive Environmental Evaluation (CEE) - For activities with more than a minor or transitory impact.

    The EIA process involves identifying potential impacts, assessing their significance, and developing measures to avoid or minimize those impacts. The assessment includes considering the nature, extent, intensity, duration, and reversibility of potential impacts.

    To this end, the Preliminary Assessment of the activities of the antarctic projects included in the Portuguese Polar Program (PROPOLAR) campaigns is carried out by the Agência Portuguesa do Ambiente (APA).

    The assessment process includes, in addition to the baseline Information, complementary applications for :

    (A) Access to Antarctic Specially Protected Areas (ASPA) (i); 

    (B) Sample Collection (ii);

    (C) Detailing the use of products that may be potentially harmful to the environment, like : chemicals products; Radioisotopes; and Explosives (iii).

  • 3. Activities description

    In this section, the data required to describe the proposed activities must report:

    1. Previous research: New project/Ongoing project
    2. Scientific relevance of the project
    3. Goals and rationale
    4. Timetable and number of expected work fronts (in case the activities involve several work sites)
    5. Description of the structures to be deployed (type of structure, materials employed on the structure construction, assembly and disassembly proceedings, location for structure installation, etc.)
    6. Description of temporary field camps installation (description of the field camps, number of occupants, assembly and disassembly proceedings, installation locations, etc.)
    7. Description of the equipment to be used, with exact indication of use or not of UAV - Unmanned Aerial Vehicle or other RPAS - Remotely Piloted Aircraft Systems, and including details on:
      1. Type of equipment/sensor
      2. Reference, weight and dimensions of the device
      3. Engine power and power supply
      4. Autonomy & range/flight altitude (in km)
      5. Expected duration of device use (total duration of flights, for the UAV)
      6. Affectation/usage area and respetive dates (in case the use is carried out in more than one area). For the UAVs, indicate the area where the flights will be performed) 
      7. Scientific/logistical purpose
    8. Use of Chemicals (provide detailed information on these products in Appendix I)
    9. Use of Radioisotopes (provide detailed information on these products in Appendix II)
    10. Use of Explosives (provide detailed information on these products in Appendix III)
    11. Release of materials or products
    12. Detail the methodology to be applied in each activity
    13. Indicate if any the following actions is predicted (you will need to tick and fill in the respective request(s) of authorization):
      1. Need for sample collection;
      2. Introduction of non-native species, parasites and diseases;
      3. Harmful interference (according to subparagraph h) of Article 1, ANNEX II to the Protocol)

  • 4. Environmental Assessment

    This section aims to register the following baseline information:

    4.1 - Characterization of the geographic area: indication and description of the area where the activity is planned to take place - include a description mentioning the access to the area, a legible cartographic representation with boundaries. In the case of proximity to areas of restricted or prohibited access, include the distance between those areas and the area where the activity will take place.

    4.2 - Environmental Impact of the activities:

    • List of the environmental factors expected to be affected.
    • Describe the direct and indirect impacts resulting from the predicted activities, considering the nature of the impacts, extension and duration of the activities, and indicate:
      1. Emissions, physical disturbance, waste production, lighting, etc.
      2. Impacts on ice, water, ice free areas, lakes or other lacustrine systems
      3. Impacts on air quality
      4. Impacts on wildlife
      5. Impacts on cultural heritage or landscape value
      6. Other impacts
      7. Cumulative impacts
      8. Uncertainties and gaps in knowledge

    4.3 - Minimization actions planned to be adopted:

    • Adopted actions to minimise impacts
    • Procedures to be applied to:
      • (i) the management of liquid wastes, chemicals, fuels, lubricants, other solid waters, and radioactive material
      • (ii) and to the prevention of contamination
    • Contingency plans in case of an emergency - procedures for conducting an assessment of the nature of the incident, notification procedures, and identification and mobilisation of resources, etc. (according to Article 4, ANNEX VI to the Protocol)

  • The entry in an Antarctic Specially Protected Area is prohibited, except in accordance with a formal permit in writing, granted and issued by the appropriate authority. The permit holder is required to carry a copy of the permit while in the Antarctic Specially Protected Area concerned. Entry to Antarctic Specially Managed Areas does not require a permit.

      • Activities of collection, harvesting and capture, immobilization, tagging and release
      • Affected species
      • Number of affected individuals per species and percentage to the total population
      • Sites where activities are going to take place, and duration of each activity.
    • Cartographic information - Include a map with cartographic information of the sites where predicted activities within the protected area are going to take place.
