In January, Governor Gavin Newsom proposed a state budget, which suggests a reduction of $300 million for the Regional Early Action Planning program of 2021 (REAP 2.0). Given the resulting delays to our programs, SCAG is proposing a two-phased approach that minimizes delays and impacts to SCAG projects. To inform the project phasing, staff developed a set of draft principles that will inform an update to the REAP 2.0 Framework that guided the development of SCAG REAP 2.0 funding programs. The draft principles were shared for discussion with the Executive Administrative Committee on April 3, 2024.
As a next step, SCAG is hosting two information sessions on Tuesday, May 14 at 10 a.m. and Wednesday, May 15 at 1 p.m. REAP 2.0 awardees are invited to provide input during this time. The sessions will include an overview of the proposed updates to the REAP 2.0 Framework and a draft expenditure plan for Phase 1 and 2, before taking the Framework and expenditure plan to the Regional Council in the summer. Projects programmed in Phase 2 will be awarded if full funding is restored in current or future state budget cycles.
